Algeria Broadens Global Economic Outreach to Boost Investment and Non-Hydrocarbon Exports

Algeria’s drive to expand economic partnerships with emerging markets reflects a broader strategy to diversify trade, attract productive foreign investment and strengthen the international competitiveness of domestic industries, with the success of the initiative hinging on the translation of political agreements into concrete commercial and industrial projects, economist Nassereddine Sari says.

ALGIERS, July 10 Algeria’s expanding economic engagement with a growing number of international partners marks a strategic shift towards diversifying trade and investment relationships, strengthening non-hydrocarbon exports and positioning the country as a regional manufacturing and logistics hub, according to Algerian economist Nassereddine Sari.

In an interview with El Ayam News, the Secretary-General of the Algerian Centre for Economic Studies and Research on Local Development Issues said the country’s recent diplomatic and economic outreach reflects a long-term vision aimed at broadening investment opportunities, reducing dependence on traditional trading partners and integrating Algeria more deeply into global value chains.

He argued that the effectiveness of the strategy will ultimately depend on converting political understandings and bilateral agreements into tangible investment projects capable of generating technology transfer, industrial development and sustainable employment.

Diversifying international partnerships

Sari said Algeria’s efforts to deepen cooperation with emerging economies—including Azerbaijan, Malaysia, Sierra Leone, Bosnia and Herzegovina and Slovakia—while reinforcing ties with major strategic partners such as China and Russia, represent a significant evolution in the country’s external economic policy.

The approach, he said, seeks to reduce reliance on a limited number of traditional commercial partners by establishing a broader network of mutually beneficial economic relationships.

He added that the diversification strategy complements Algeria’s ongoing structural reforms aimed at modernising the economy and enhancing its international competitiveness.

From agreements to investment

According to Sari, the real value of Algeria’s expanding diplomatic engagement lies not in the signing of memoranda of understanding but in transforming them into productive investments capable of transferring technology, localising industrial expertise and creating long-term employment opportunities.

He said Algeria now possesses many of the conditions sought by international investors, including a modernised investment framework, stronger legal protections, macroeconomic stability and continued efforts to improve logistics infrastructure and simplify administrative procedures.

Business forums and direct meetings between Algerian companies and foreign counterparts, he added, will play a crucial role in converting diplomatic momentum into commercially viable partnerships.

Strategic sectors

Sari identified investment, energy, agriculture, healthcare, manufacturing and industry as the principal sectors underpinning Algeria’s new international economic strategy.

He said cooperation across these industries could strengthen domestic productive capacity, improve food security and support the development of value-added manufacturing capable of serving both local and export markets.

Partnerships with companies from Eastern Europe, Southeast Asia and Africa, he added, would also provide Algerian firms with greater access to advanced technologies, industrial expertise and international production standards, particularly in pharmaceuticals, modern agriculture and renewable energy.

Business diplomacy

Sari described the planned organisation of bilateral business forums as one of the most effective mechanisms for translating government agreements into practical commercial cooperation.

Such events, he said, allow companies to showcase their products, identify investment opportunities and establish direct commercial relationships while reducing bureaucratic obstacles that often hinder cross-border investment.

Maintaining these dialogue platforms over the long term will be essential to sustaining economic cooperation and facilitating the continued expansion of Algerian exports into new international markets, he added.

Competitive advantages

Sari argued that Algeria has strengthened its attractiveness to foreign investors through substantial investments in transport infrastructure, industrial zones and logistics networks.

He highlighted the country’s ports, motorway network and the Trans-Saharan Highway as strategic assets capable of facilitating access to African markets.

Combined with abundant natural resources, competitively priced energy and an improving business environment, these advantages position Algeria as an attractive destination for companies seeking regional manufacturing and export platforms, he said.

He also cited ongoing administrative digitalisation, simplified investment procedures and greater regulatory transparency as factors contributing to increased investor confidence.

Positioning Algeria in global value chains

Sari said Algeria’s growing engagement with partners across Asia, Europe and Africa supports its ambition to become an important link in international supply chains.

He noted that preferential trade arrangements, particularly the African Continental Free Trade Area (AfCFTA), offer Algerian manufacturers wider market access through tariff reductions and enhanced trade facilitation, strengthening the competitiveness of locally manufactured products.

However, he stressed that domestic companies must continue increasing local content, improving quality standards and complying with international certification requirements to compete effectively in global markets.

Boosting non-hydrocarbon exports

Looking ahead, Sari said the success of Algeria’s economic strategy will ultimately be measured by sustained growth in non-hydrocarbon exports and the expanding contribution of manufacturing and agriculture to national output.

He called for stronger institutional support to help domestic firms enter export markets through easier access to international quality certification, improved export financing and insurance mechanisms, and continued investment in logistics and transport infrastructure.

“The combination of a clear political vision and the active engagement of Algeria’s productive sectors will be essential to achieving sustainable economic growth, strengthening national resilience and reducing the country’s exposure to global economic volatility,” Sari said.
