Baddari Presides Over Graduation of Algeria’s First English-Taught University Cohorts
Higher education minister describes the graduation of the first English-language cohorts at the University of Algiers 3 as a milestone in Algeria’s strategy to expand English-medium instruction, strengthen internationalisation and align universities with global scientific and academic standards.

ALGIERS — Algeria’s Minister of Higher Education and Scientific Research, Kamel Baddari, on Thursday presided over the graduation ceremony of the country’s first university cohorts to complete their studies in English at the University of Algiers 3 “Ibrahim Sultan Cheibout”, describing the achievement as a significant milestone in the government’s strategy to expand English-medium instruction across the higher education sector.
The ceremony, held at the Faculty of Information and Communication, celebrated graduates from a range of academic disciplines, including information and communication sciences, political science, economics and management, and physical activity and sports sciences.
Addressing the graduates, Baddari said the completion of these first English-language programmes marked an important step in implementing a national policy aimed at progressively integrating English into teaching and learning across Algeria’s universities and higher education institutes.
He described the graduates as pioneers of the country’s transition toward English-language higher education, highlighting the language’s growing importance as the principal medium of scientific research, technological innovation and international academic exchange.
According to the minister, expanding English-language instruction is expected to enhance the international profile of Algerian universities, facilitate student mobility and broaden access to global scientific knowledge and research.
Baddari also linked the initiative to Algeria’s broader development agenda, saying it reflects the vision of President Abdelmadjid Tebboune to build a modern higher education system capable of producing graduates equipped to engage with international scientific advances while fostering innovation and creativity.
He said the graduating classes represent the foundation of what he described as a “fourth-generation university” model, designed to respond more effectively to the country’s socioeconomic priorities while supporting the implementation of national public policies through advanced education, research and innovation.
For his part, University of Algiers 3 Rector Khaled Rouaski congratulated the graduates and encouraged them to uphold the values of academic integrity, innovation and excellence while pursuing postgraduate studies and lifelong learning.
Speaking on behalf of the graduating classes, students expressed pride in belonging to the first cohorts to complete university programmes taught in English, saying the experience had expanded their academic and professional opportunities while enhancing their competitiveness in an increasingly international labour market.
They also thanked the teaching staff and the Ministry of Higher Education and Scientific Research for supporting the initiative and creating new pathways for academic and professional development through English-language education.
The ceremony, attended by senior officials and representatives from several national institutions, concluded with the presentation of awards to the top-performing graduates across the various academic disciplines.
