Algeria’s Economic and Social Council Advances Financial Controls, Digital Governance and Diaspora Health Platform

The National Economic, Social and Environmental Council convened its second ordinary General Assembly session of 2026 on Saturday in Algiers, under the chairmanship of Professor Mohamed Boukhari.
Meeting at the Abdelatif Rahal International Conference Centre, the session brought together senior state officials and institutional representatives around a concentrated agenda spanning financial governance, digital regulation and diaspora-linked human capital strategy.
At its centre were two reports submitted for examination and approval, alongside a strategic proposal to develop a digital platform mapping Algerian medical professionals abroad.
The first report on foreign exchange violations and conciliation mechanisms treated currency irregularities as a structural vulnerability within Algeria’s macroeconomic framework. It recommended a tightening of regulatory oversight, including an updated legal architecture governing external transactions, stronger coordination with foreign trade operators, and enhanced banking supervision as the primary line of defence against illicit financial flows.
The second report addressed the exposure of minors to inappropriate online content, situating the issue within broader patterns of accelerated digital consumption and globalised information flows. It warned of long-term cognitive and social risks and argued for a combined regulatory, institutional and educational response capable of embedding prevention rather than merely reacting to exposure.
A parallel proposal focused on establishing a digital platform for Algerian medical expertise abroad, aiming to consolidate dispersed diaspora skills into a structured database. The objective is to convert fragmented professional networks into an operational policy tool for national health planning and institutional cooperation.
The session also reviewed proposed amendments to the Council’s founding decree, intended to refine its internal governance framework and improve institutional efficiency.
In his intervention, the Council’s president framed the work within a broader state-driven effort to align governance with scientific and data-based policy design. He described foreign exchange violations as a direct risk to economic stability, while emphasising the analytical robustness of comparative approaches used in the report.
On digital exposure among youth, he argued that regulation alone is insufficient without broader societal coordination, while presenting the diaspora medical platform as a strategic instrument to reconnect national policy with external expertise.
