Djellaoui Orders Removal of Bottlenecks on the Djen Djen–El Eulma Highway as Algeria Pushes Strategic Logistics Corridor

Algeria’s Ministry of Public Works has moved to accelerate the implementation of the Djen Djen–El Eulma motorway, a 110-kilometre infrastructure project designed to link the deep-water port of Djen Djen in Jijel to the East–West highway at El Eulma in Sétif, with the stated aim of strengthening national logistics capacity and improving inland connectivity.
The project is regarded as a strategic transport axis intended to facilitate the flow of goods from the coastal port infrastructure towards the country’s interior economic zones. However, progress has been constrained by a combination of technical and administrative obstacles affecting several segments along the route, prompting a high-level coordination review at the ministry level.
A working meeting chaired by the Minister of Public Works and Basic Infrastructure focused on assessing implementation bottlenecks and identifying operational constraints delaying execution. Senior officials from the sector, including representatives of the national motorway agency and local public works directorates from Jijel and Sétif, reviewed the status of different sections and the specific nature of the delays affecting each segment.
The review highlighted persistent coordination gaps between engineering studies, contracting firms, and local administrative authorities, which have collectively slowed the pace of execution. Particular emphasis was placed on issues related to land access, utility relocation, and procedural approvals, all of which continue to affect continuity along the full corridor.
In response, the minister issued instructions for the immediate removal of identified constraints and the acceleration of implementation across all segments. The emphasis was placed on strengthening inter-institutional coordination and expediting administrative procedures linked to land clearance and infrastructure relocation.
The authorities also called for a faster pace of works on the ground, framing execution speed as a central operational priority in order to recover delays and align delivery timelines with initial planning targets. Once completed, the highway is expected to improve freight circulation between the port of Djen Djen and inland industrial and commercial hubs, while easing pressure on existing Jijel–Sétif road links.
More broadly, the project reflects Algeria’s ongoing effort to reinforce east–west logistics integration through high-capacity transport corridors designed to support port-to-hinterland connectivity and reduce structural bottlenecks in national supply chains.
