Algeria’s National Independent Authority for Elections (ANIE) has clarified the rules governing women’s representation on candidate lists ahead of the legislative elections scheduled for 2 July.

In a statement issued on Saturday, the authority emphasised that exemptions granted to certain lists regarding the required quota of female candidates do not amount to a waiver of women’s representation as such. Rather, the exemption applies strictly to the numerical threshold, not to the principle of inclusion.

Citing constitutional provisions, notably Article 59, as well as the presidential decree convening the electoral body and the relevant electoral law, ANIE stated that lists unable to meet the one-third requirement stipulated under current legislation may be granted an exemption. However, it stressed that this does not relieve them of the obligation to include women candidates.

Accordingly, all electoral lists benefiting from such exemptions remain required to ensure a minimum level of female representation, irrespective of their inability to meet the statutory quota.
