Energy Diplomacy and Strategic Partnership: Tebboune Heads to Berlin to Recalibrate Algeria’s Foreign Relations

President Abdelmadjid Tebboune begins a two-day official visit to Germany aimed at deepening energy, industrial and technology cooperation, with more than 30 agreements expected to be signed as Algiers broadens its European partnerships amid shifting geopolitical and energy dynamics.

BERLIN/ALGIERS — Algerian President Abdelmadjid Tebboune arrived in Berlin on Wednesday for a two-day official visit at the invitation of German President Frank-Walter Steinmeier, as Algeria and Germany seek to deepen cooperation in energy, industry, technology and investment against the backdrop of Europe’s evolving energy landscape.

The visit, which also includes talks with German Chancellor Friedrich Merz, is expected to mark a new phase in bilateral relations, with officials from both countries preparing to sign more than 30 agreements and memoranda of understanding spanning hydrocarbons, renewable energy, energy transition, pharmaceuticals, advanced technologies and manufacturing.

A Broader European Strategy

The Berlin visit reflects Algeria’s broader strategy of diversifying its European partnerships by expanding cooperation with key industrial economies beyond its traditional diplomatic relationships.

In recent years, Algeria has strengthened economic ties with Italy, particularly in the energy sector, while positioning Germany, Europe’s largest economy, as a strategic partner in industrial development, technology transfer and innovation.

The approach aligns with Algeria’s efforts to build partnerships based on mutual economic interests while broadening its access to European investment, industrial expertise and advanced technologies.

Energy at the Heart of Discussions

Energy cooperation is expected to dominate the agenda, with particular attention focused on hydrogen development and Europe’s long-term decarbonisation strategy.

Among the flagship initiatives under discussion is the SoutH2 Corridor, a proposed hydrogen infrastructure linking Algeria with Italy, Austria and Germany. The project aims to position Algeria as a major future supplier of renewable hydrogen to European markets while supporting the continent’s transition toward cleaner energy sources.

The two sides are also expected to discuss expanding cooperation in conventional energy, renewable power generation and the wider energy transition.

Industry, Innovation and Technology

Beyond energy, discussions are expected to focus on strengthening industrial cooperation, attracting German investment into Algeria’s manufacturing sector and encouraging greater technology transfer.

Innovation, scientific research, higher education and the development of Algeria’s start-up ecosystem also feature prominently on the agenda, reflecting the government’s broader strategy to diversify the economy through knowledge-based industries and advanced technologies.

Economic Forum to Accompany Visit

Tebboune is accompanied by a high-level delegation comprising ministers responsible for energy and mining, industry, trade, knowledge economy and start-ups, alongside senior business leaders and representatives of major Algerian enterprises.

A German-Algerian Economic Forum, bringing together companies and investors from both countries, will take place on the sidelines of the visit.

The forum is expected to culminate in the signing of more than 30 cooperation agreements, covering sectors ranging from hydrocarbons and renewable energy to pharmaceuticals, advanced manufacturing, mechanical industries and digital technologies, while laying the groundwork for what both governments describe as a broader strategic partnership.

During his stay in Germany, President Tebboune is also scheduled to meet members of the Algerian community, continuing a practice of engaging with expatriate professionals and entrepreneurs as part of Algeria’s efforts to strengthen links with its diaspora and encourage greater participation in the country’s economic development.
