President Tebboune Meets Algerian Community in Berlin as Algeria and Germany Deepen Strategic Partnership Beyond Energy

President Abdelmadjid Tebboune met members of the Algerian community in Germany before high-level talks aimed at expanding bilateral cooperation beyond hydrocarbons, with energy transition, industrial investment, technology transfer and innovation emerging as the pillars of a broader geoeconomic partnership between Algiers and Berlin.

BERLIN — President Abdelmadjid Tebboune met members of the Algerian community living in Germany on Wednesday at the start of his two-day official visit to Berlin, reaffirming Algeria’s commitment to strengthening ties with its diaspora as the country simultaneously seeks to elevate its strategic partnership with Europe’s largest economy.

As has become customary during his overseas visits, Tebboune held an open exchange with Algerian nationals, listening to concerns and proposals before instructing the government to address issues raised during the meeting and facilitate greater support for projects led by members of the diaspora.

The engagement reflects Algeria’s broader policy of strengthening institutional links with its overseas community through measures including improved air and maritime connectivity, streamlined administrative procedures, enhanced political representation and initiatives designed to encourage investment and scientific cooperation.

The community meeting preceded a broader diplomatic agenda centred on deepening Algerian-German relations at a time when both countries are redefining their strategic priorities amid shifting geopolitical and energy dynamics.

Berlin increasingly views Algeria not merely as a supplier of natural gas but as a long-term strategic partner capable of contributing to Europe’s energy diversification, industrial resilience and green transition.

That evolving relationship was underscored only two weeks before the presidential visit when Sonatrach delivered its first-ever cargo of liquefied natural gas (LNG) to Germany, signalling the operational implementation of energy cooperation agreed by both governments in recent years.

Beyond conventional hydrocarbons, discussions are expected to focus on expanding cooperation in renewable energy, particularly green hydrogen, industrial investment, advanced manufacturing, digital technologies and innovation.

For Algeria, the partnership represents an opportunity to accelerate economic diversification by attracting German technology, industrial expertise and productive investment while integrating more deeply into regional and global value chains.

Abdelkader Berriche, professor of economics and specialist in geopolitical and geoeconomic affairs, said the visit reflects a structural evolution in bilateral relations.

According to Berriche, Algeria and Germany are moving beyond a traditional commercial relationship toward a comprehensive geoeconomic partnership built on energy security, industrial cooperation, technology transfer, innovation and human capital development.

He argued that Germany’s search for reliable partners following Europe’s energy crisis has increased Algeria’s strategic importance, given its geographical proximity, political stability and considerable energy resources, including its growing potential in renewable energy and green hydrogen.

Projects such as SouthH2 Corridor and TaqatHy+ illustrate the ambition to position Algeria as a future supplier of green hydrogen to Europe while simultaneously developing an integrated domestic industrial ecosystem encompassing engineering, research, specialised training and clean-energy technologies, he noted.

Berriche also highlighted Algeria’s geographic position as a natural bridge between Europe and African markets, arguing that the country’s location strengthens its attractiveness for German companies seeking to diversify supply chains and relocate production closer to European markets through nearshoring strategies.

He stressed, however, that the long-term success of the partnership will depend less on trade volumes than on creating productive investment capable of generating local value added, transferring technology and supporting Algeria’s industrial transformation.

Priority sectors include mechanical industries, electrical equipment, digital technologies, renewable-energy components, petrochemicals and industries linked to the global energy transition, he said.

Berriche further emphasised that human capital remains central to any strategic partnership, calling for expanded cooperation in engineering, green technologies, digitalisation and vocational training to build a knowledge-based relationship capable of supporting long-term competitiveness.

The presidential visit is expected to provide fresh momentum for bilateral cooperation across energy, industry, investment, innovation and education, reinforcing Algeria’s broader strategy of positioning itself as a strategic economic partner linking Europe and Africa while advancing its own industrial modernisation agenda.
