President Tebboune Hails Housing Sector as “Algeria’s Pride,” Citing Social Investment as the Foundation of the New Algeria

Algiers — President Abdelmadjid Tebboune has described Algeria’s housing sector as “the pride of Algeria,” praising its remarkable transformation into one of the country’s most successful public policy achievements and reaffirming that social investment remains at the heart of the government’s vision for the “New Algeria.”
Speaking during the inauguration of the Ahmed Taleb Ibrahimi Urban Pole in the new city of Sidi Abdallah, west of Algiers, the President said the housing sector has become a national source of pride, reflecting years of sustained investment aimed at improving living standards and strengthening social cohesion.
The ceremony formed part of a broader programme of strategic project inaugurations marking the National Day of Independence and the Recovery of Sovereignty, during which thousands of housing units were distributed nationwide.
Housing as a Pillar of the “New Algeria”
Addressing officials and beneficiaries, Tebboune praised the progress achieved by the Ministry of Housing, commending both the scale of its accomplishments and the confidence citizens have placed in public institutions responsible for delivering housing programmes.
The President instructed Housing Minister Mohamed Tarek Belaribi to convey his “sincere appreciation” to all employees of the housing sector, encouraging them to continue the major achievements Algeria has been accomplishing “quietly,” away from excessive publicity but with tangible results visible across the country.
The remarks reflected the administration’s broader emphasis on delivery-based governance, where large-scale infrastructure and social programmes are presented as concrete indicators of institutional performance.
Social Investment at the Heart of National Development
Beyond housing, Tebboune situated the sector within a wider national development framework centred on preserving Algeria’s social model.
He stressed that one of Algeria’s greatest strengths lies in directing a substantial share of public expenditure toward maintaining social balances through sustained investment in housing, healthcare, education and public services.
According to the President, these sectors are advancing in a complementary manner, forming interconnected pillars of the country’s long-term development strategy.
“Our country’s principal strength,” he said, “is that the bulk of state expenditure is devoted to maintaining social balance through housing, health, education and public services.”
He argued that this integrated approach has enabled Algeria to strengthen both its economic and social indicators while preserving the state’s commitment to social solidarity.
Water Security: A National Challenge Met Through Domestic Expertise
The President also highlighted Algeria’s progress in water security, describing it as another illustration of the country’s growing capacity to address strategic national challenges using domestic expertise and financing.
Recalling the severe drought conditions that have affected the region in recent years, Tebboune said Algeria had successfully confronted water scarcity through an ambitious programme of seawater desalination plants designed, financed and implemented with Algerian capabilities.
According to the President, desalination facilities currently supply 40 percent of the country’s drinking water requirements. Once the remaining projects become operational, that figure is expected to increase to 62 percent, significantly strengthening national water security.
The achievement, he suggested, demonstrates the state’s capacity to mobilise national resources to confront long-term structural challenges while reducing vulnerability to climate-related pressures.
Tribute to Public Servants and the Legacy of the Chouhada
Throughout his address, Tebboune paid tribute to public officials and workers whom he described as remaining faithful to the sacrifices of Algeria’s martyrs by serving citizens through continuous efforts to improve living conditions.
He praised those working across housing, healthcare, education and water management for contributing to national development through sustained public service and institutional commitment.
The President also expressed gratitude for what he described as the country’s encouraging progress across multiple sectors, attributing these achievements to the dedication of men and women committed to fulfilling the aspirations of the Revolution and the legacy of the Chouhada.
Housing Distribution Linked to Independence Day
Tebboune explained that the decision to organise the nationwide housing distribution campaign in conjunction with Independence Day was intended to give the occasion a lasting social significance.
By handing over homes during one of Algeria’s most symbolic national commemorations, the government sought to transform the anniversary into a lasting memory for beneficiary families and future generations, reinforcing the link between national sovereignty and social development.
The President also praised the patriotism of Algeria’s younger generation, expressing confidence in their commitment to preserving the country’s national values and supporting its continued development.
Ahmed Taleb Ibrahimi Urban Pole Illustrates a New Urban Vision
The President’s address coincided with the inauguration of the Ahmed Taleb Ibrahimi Urban Pole, one of the flagship projects illustrating Algeria’s evolving approach to urban planning.
Built over 119.5 hectares, the development comprises 10,507 AADL housing units distributed across five residential districts, including four neighbourhoods of 2,500 housing units each and a fifth containing 507 units.
The project incorporates 261 residential buildings ranging from R+9 to R+15, alongside 528 commercial premises, reflecting a planning philosophy that integrates housing with economic activity and public services.
Unlike traditional residential developments, the urban pole was conceived as a fully integrated city district. It includes 10 public facilities, among them four primary schools, two middle schools, two secondary schools, one polyclinic, an urban security headquarters and three commercial centres.
Quality-of-life considerations also feature prominently throughout the project. More than 14 hectares have been dedicated to green areas, recreational parks and sports facilities, including seven public squares, five neighbourhood sports grounds, a skate park and three pétanque courts.
The site also incorporates 1.5 kilometres of pedestrian pathways, while eight smart bus stations equipped with digital information displays and mobile-phone charging facilities illustrate the integration of digital technologies into public urban infrastructure.
Supporting infrastructure includes comprehensive road networks, potable water distribution systems, wastewater and stormwater drainage, electricity, natural gas, public lighting and high-speed fibre-optic connectivity.
Building the New Algeria Through Integrated Urban Development
President Tebboune’s remarks underscored a central theme that has increasingly characterised the government’s development agenda: housing is no longer viewed merely as the construction of residential units, but as the creation of complete, integrated urban environments designed to improve quality of life, reinforce social cohesion and stimulate long-term economic development.
