President Tebboune Unveils Strategic National Projects as Algeria Accelerates Digital Sovereignty, Housing, Healthcare and Urban Development Agenda

ALGIERS — President Abdelmadjid Tebboune inaugurated a series of major strategic projects across the capital on Sunday, unveiling initiatives spanning digital infrastructure, healthcare, housing, urban planning, scientific research and cultural development, in a programme presented as reinforcing Algeria’s long-term economic modernization and national sovereignty agenda.
The presidential tour commenced in the municipality of El Mohammadia, where President Tebboune inaugurated the Algerian National Digital Services Centre and officially launched the National Digital Services Portal. Presented as the first facility of its kind in Algeria, the centre constitutes a cornerstone of the country’s national strategy to accelerate digital transformation, strengthen digital sovereignty and support economic and social development.
Strengthening Digital Sovereignty and Data Protection
The digital infrastructure is built upon two interconnected national data centres operating under an active-active architecture, with facilities located in El Mohammadia and Blida, ensuring uninterrupted service continuity and high system availability.
The platform provides sovereign cloud-computing services designed to host public-sector data securely while strengthening the protection of sensitive state information, personal data, national identity records and strategic economic information.
Officials also presented the project as a key instrument for improving interoperability across government institutions, accelerating administrative digitalisation and supporting efforts aimed at reducing bureaucracy and strengthening governance.
The centre forms part of a broader national vision encompassing multiple sectors, several of which—including higher education and local government—have already advanced substantially in their digital transformation. Other sectors, notably the civil service, are expected to integrate progressively into the nationwide digital ecosystem. Economically, the platform is also intended to facilitate the digitalisation of financial operations in line with presidential directives.
New Headquarters for the Ministry of Housing
President Tebboune subsequently inaugurated the new headquarters of the Ministry of Housing, Urban Planning and the City in Dely Brahim.
The 23-storey building, described as a major architectural achievement, incorporates design elements inspired by Algeria’s historical architectural heritage while projecting a contemporary institutional identity.
Constructed within a relatively short timeframe by Algerian engineers and workers, the project reflects the government’s broader infrastructure development programme and aims to provide the housing sector with institutional facilities aligned with the country’s urban development ambitions.
Advanced Paediatric Cardiac Hospital Opens in Mahelma
The presidential tour continued in Mahelma with the inauguration of the Ammar Boudjelab Children’s Cardiology and Cardiac Surgery Hospital, a specialised healthcare facility dedicated to treating congenital and acquired cardiovascular diseases among children.
The hospital, with a capacity of 80 beds, is equipped with advanced medical technologies and staffed by specialised Algerian medical professionals.
Its services encompass the full spectrum of specialised cardiac care, from early diagnosis and precision surgery to post-operative treatment and rehabilitation.
The institution comprises seven principal departments, including paediatric cardiology, paediatric cardiac surgery, anaesthesia and intensive care, vascular surgery and organ transplantation, medical imaging and radiology, a central laboratory and a central pharmacy.
Authorities described the hospital as reinforcing Algeria’s specialised healthcare network while bringing advanced medical services closer to citizens.
National Housing Distribution Programme Officially Launched
The President then travelled to the New City of Sidi Abdallah to officially launch the 2026 national housing distribution programme.
The initiative covers 179,168 housing units across Algeria’s 48 wilayas, including:
- 42,520 public rental housing units;
- 11,914 AADL housing units;
- 9,975 Assisted Promotional Housing (LPA) units;
- 7,353 Free Promotional Housing (LPL) units;
- 76,423 rural housing assistance grants; and
- 30,983 social housing subdivision assistance decisions.
The programme forms part of Algeria’s broader housing strategy aimed at responding to growing demand while consolidating social development policies and supporting balanced regional development.
Ahmed Taleb Ibrahimi Urban Pole Showcases Integrated Urban Planning
President Tebboune also inaugurated the Ahmed Taleb Ibrahimi Urban Pole in Rahmania, named in honour of the veteran national figure.
Spanning approximately 119.5 hectares, the development includes 10,507 AADL 2 housing units distributed across five residential neighbourhoods comprising 261 residential buildings, in addition to 528 commercial premises.
The urban complex incorporates comprehensive public infrastructure, including schools, secondary education facilities, healthcare services, commercial centres, recreational areas and security facilities.
More than 14 hectares have been dedicated to landscaped public spaces, parks and sports facilities, complemented by pedestrian pathways, neighbourhood squares, smart bus stations equipped with digital displays and phone-charging stations, as well as integrated utility networks covering water, sanitation, electricity, gas and fibre-optic communications.
Foundation Stone Laid for Algerian Institute of Stem Cell and Gene Therapy
At Rahmania, President Tebboune also supervised the laying of the foundation stone for the Algerian Institute of Stem Cell and Gene Therapy, a strategic project specialising in regenerative medicine and biotechnology.
The institute, scheduled for completion within sixteen months, will occupy more than 29,000 square metres and include specialised treatment facilities, research infrastructure, therapeutic rehabilitation amenities and accommodation for medical personnel.
National engineers and consultants are overseeing every stage of the project, from design to implementation.
Authorities stated that the institute will enable Algerian patients requiring advanced regenerative therapies to receive specialised treatment domestically rather than travelling abroad, while positioning Algeria among Africa’s emerging centres for precision medicine and advanced therapeutic technologies.
Major Performing Arts Complex Planned in Ouled Fayet
During the same visit, President Tebboune also laid the foundation stone for a new performing arts complex in Ouled Fayet.
The project will feature a 10,000-seat performance hall built on approximately 60,000 square metres, adjacent to the Algiers Opera House.
The cultural complex will include rehearsal spaces, administrative facilities and multiple venues equipped with advanced sound, lighting and stage technologies designed to host major international artistic productions, festivals and cultural events.
Officials indicated that the project is expected to strengthen Algiers’ position as a regional destination for major cultural events while enhancing the capital’s cultural and tourism profile.
Collectively, the projects inaugurated or launched during the presidential tour reflect Algeria’s ongoing efforts to expand strategic infrastructure across digital technology, healthcare, housing, scientific research, urban planning and culture as part of its broader national development agenda.
