Algiers — President Abdelmadjid Tebboune has unveiled a sweeping package of structural projects across the capital, framing a renewed push toward the “New Algeria” — a development model built on digital sovereignty, expanded social housing, modernised healthcare, and large-scale cultural infrastructure.

The presidential tour, which covered multiple strategic sites in Algiers on Sunday, combined inaugurations and foundation stone ceremonies spanning state digital systems, public housing, medical megaprojects, and urban redevelopment schemes. Together, they form one of the most extensive single-day policy demonstrations of the administration’s ongoing reform agenda.

At the centre of the programme was the launch in El Mohammadia of the National Centre for Digital Services and the official rollout of the national digital services portal, a flagship component of Algeria’s state digitalisation strategy. The system is anchored in a dual data-centre architecture linking El Mohammadia with Blida in an active-active configuration designed to ensure uninterrupted service continuity.

Authorities present the infrastructure as a cornerstone of “digital sovereignty,” enabling sovereign cloud computing for public institutions and secure hosting of state data within national territory. The platform is also designed to enhance interoperability between administrative sectors, streamline public service delivery, and accelerate the digitisation of financial operations across government systems.

Officials argue the system strengthens the protection of sensitive datasets, including identity records and economic information, while also contributing to anti-bureaucracy and anti-corruption efforts through increased transparency and automation of administrative workflows.

The digital push was followed by the inauguration of the new headquarters of the Ministry of Housing, Urbanism and the City in Dely Brahim. The 23-storey structure, described by officials as a landmark administrative building, integrates architectural motifs referencing Algeria’s historical heritage while projecting a modern institutional identity. The building offers panoramic views over the capital and was completed in what authorities describe as a record timeframe using national expertise.

Healthcare infrastructure formed the next pillar of the presidential itinerary with the inauguration of the Ammar Boudjelab paediatric cardiology and cardiac surgery hospital in Mahelma. The 80-bed facility is equipped with seven specialised departments, including paediatric cardiology, cardiac surgery, anaesthesia-resuscitation, vascular surgery and organ transplantation, medical imaging, a central laboratory and a central pharmacy.

Officials say the hospital is intended to strengthen Algeria’s capacity for complex paediatric cardiac care, reducing reliance on treatment abroad while improving access to specialised services domestically. The facility is positioned as part of a broader national strategy to modernise the healthcare system and expand high-precision medical services.

In Sidi Abdallah’s new urban pole, President Tebboune launched the 2026 national housing distribution programme, one of the largest coordinated housing allocations in recent years. The operation covers 179,168 housing units across Algeria’s 48 provinces, including 42,520 public rental units, 11,914 AADL housing units, 9,975 assisted housing units (LPA), 7,353 promotional free-sale units (LPL), 76,423 rural housing subsidies, and 30,983 social land allocation decisions.

The scale of the programme underscores housing as a central pillar of Algeria’s social policy, aimed at addressing demand pressures while reinforcing social stability through expanded homeownership and improved urban integration.

The president also inaugurated the Ahmed Taleb Ibrahimi urban pole in Rahmania, a 119.5-hectare development comprising 10,507 AADL 2 housing units distributed across five residential districts. The project includes 261 residential buildings ranging from R+9 to R+15 structures and 528 commercial units.

Beyond housing, the site integrates a comprehensive urban ecosystem: 10 public facilities including four primary schools, two middle schools, two secondary schools, a polyclinic, a security headquarters and three commercial centres. The development dedicates over 14 hectares to green spaces, parks and recreational infrastructure, alongside seven neighbourhood squares, five local sports fields, a skate park and pétanque areas.

Urban mobility and connectivity features include 1.5 kilometres of pedestrian pathways and eight smart bus stops equipped with digital screens and mobile charging points. The site is also supported by fully integrated infrastructure networks covering water supply, sewage, stormwater drainage, gas, electricity, street lighting and fibre-optic connectivity.

In the same area, Tebboune supervised the laying of the foundation stone for the Algerian Institute of Stem Cell Therapy and Gene Therapy, a flagship biomedical project covering more than 29,000 square metres. Scheduled for completion within 16 months, the institute is designed to position Algeria as a regional hub for regenerative medicine and biotechnology.

The facility includes specialised medical units, patient accommodation areas, therapeutic amenities including a swimming pool and hammam, and landscaped gardens intended for patients and visitors. Authorities say the project will significantly reduce outbound medical travel by enabling advanced treatments within Algeria, while also opening prospects for medical tourism and research development in precision medicine.

The presidential tour concluded in Ouled Fayet with the launch of a 10,000-seat performance hall, built on a 60,000-square-metre site near the Algiers Opera House. The complex is designed to host large-scale cultural productions, international festivals and major artistic events, equipped with advanced acoustics, lighting systems and production infrastructure.

Officials present the venue as part of a broader cultural strategy to elevate Algiers as a regional hub for performing arts and international cultural programming.

Taken together, the day’s announcements outline a multi-sectoral investment drive spanning digital governance, social housing, healthcare modernisation and cultural infrastructure. These projects reflect the consolidation of the “New Algeria” model — a state-led development strategy combining technological sovereignty, expanded social provision and urban transformation.

Analysts note that the scale and simultaneity of the projects reinforce a central political message: acceleration. From sovereign cloud infrastructure to large-scale housing distribution and high-end medical institutes, the administration is presenting a governance model premised on visible delivery, institutional expansion and infrastructural density.

Whether in digital systems, urban development or healthcare capacity, the underlying trajectory remains consistent — a state seeking to reposition itself through accelerated investment cycles and integrated national planning.
