Recalling the critical context of 2019, President Tebboune reminded parliamentarians that Algeria stood at the brink of financial collapse, with widespread discourse at the time warning of the State’s potential inability to meet salary obligations. He contrasted that moment with the present trajectory, emphasizing that Algeria has since restored macroeconomic stability, increased wages, and continues to honor its commitments to employment through the creation of 82,000 new jobs—an effort he confirmed will persist in the coming period.
The Head of State firmly rejected narratives casting doubt on Algeria’s economic indicators, stressing that official figures are “accurate and subject to rigorous monitoring.” He underscored that economic governance today is grounded in transparency, accountability, and sustained oversight, positioning Algeria on a path of structural recovery rather than short-term management.
Purchasing Power: A Structural, Not Merely Financial, Concept
President Tebboune devoted particular attention to purchasing power, framing it as a multidimensional issue that cannot be reduced solely to income levels. He asserted that purchasing power remains relatively protected thanks to the State’s determined fight against speculative and parasitic practices aimed at diverting public subsidies for private gain.
He emphasized that the State’s intervention extends beyond wages to include substantial support for basic foodstuffs, water and electricity tariffs, housing programs, and the constitutional principle of free education. “Purchasing power is safeguarded at its minimum threshold,” the President declared, “and we fight daily against any attempt to undermine it.”
Housing Policy: A Pillar of Social Stability
On housing, President Tebboune revealed that 1.7 million housing units have been delivered since the start of his first mandate, illustrating the scale of public programs mobilized to meet social demand and reduce structural imbalances. He presented housing policy as a cornerstone of social justice and territorial equity, not merely an urban planning initiative.
In a revealing historical reference, the President recalled his decision—during the lifetime of former President Abdelaziz Bouteflika—to cancel illicit land allocations in Sidi Abdellah, ensuring their restitution to the public domain and their reintegration into social housing projects. This episode, he suggested, exemplifies a governance philosophy rooted in reclaiming public wealth for collective benefit.
An Irreversible Commitment to the Social State
President Tebboune unequivocally reaffirmed that Algeria will not renounce its social character, describing it as a direct extension of the Proclamation of November 1, 1954. “Algeria is a social State, and we will not abandon this orientation,” he declared, insisting that this foundational proclamation remains unique and irreplaceable.
He paid tribute to the martyrs who laid the foundations of the Algerian State, emphasizing that their sacrifice aimed to establish a social and democratic State faithful to Islamic principles. In this spirit, he reiterated that social assistance to vulnerable citizens will not be suspended, as it constitutes a fundamental right rather than a discretionary policy.
Economic Strength, Investment Momentum, and Industrial Revival
On the economic front, President Tebboune affirmed that Algeria’s economy is solid and increasingly diversified. He highlighted a rarely matched investment dynamic, noting that foreign partners have initiated or contributed to 309 large-scale investment projects—a clear rebuttal, he said, to claims of Algeria’s international isolation.
He cited strategic achievements such as the entry into production of the Gara Djebilet iron ore deposit, the expansion of the national railway network, and the revitalization of industrial activity across multiple sectors. Industry, he revealed, now contributes 10 percent to GDP, compared to less than 3 percent in previous periods when it was deliberately marginalized.
The President further stressed that “Made in Algeria” products now saturate the domestic market without creating the illusion of reduced imports, pointing to the pharmaceutical sector as a flagship example, with local production covering 80 percent of national needs in medicines and medical devices.
Political Dialogue and Governance
Politically, President Tebboune reaffirmed his commitment to accountability, stating that he addresses the people through their elected representatives. He announced his readiness to launch a “constructive dialogue” with the political class once the new organic law on political parties—already approved by the Council of Ministers—is adopted by Parliament.
Finally, the President reiterated the State’s uncompromising stance against corruption, while simultaneously affirming protection for honest and competent executives, underscoring that good governance and integrity remain inseparable pillars of national recovery.
