Algeria, Africa CDC Advance Cooperation on Pharmaceutical Manufacturing and Vaccine Production

Talks focused on implementing the Algiers Declaration, expanding local pharmaceutical production, and exploring joint procurement mechanisms aimed at strengthening Africa’s health security and reducing reliance on imported medicines.

ALGIERS — Algeria and the Africa Centres for Disease Control and Prevention (Africa CDC) have reaffirmed their commitment to expanding pharmaceutical manufacturing and vaccine production across the continent, as both sides reviewed progress on implementing continental initiatives aimed at strengthening Africa’s health security and pharmaceutical sovereignty.

Minister of Pharmaceutical Industry Ouacim Kouidri met in Algiers with Africa CDC Director-General Jean Kaseya to discuss avenues for deepening cooperation in the development of pharmaceutical manufacturing and health technologies, according to a statement issued by the ministry.

The discussions focused on Algeria’s pharmaceutical production capabilities, recent advances in expanding domestic drug manufacturing, and opportunities to strengthen African capacities in the production of medicines and vaccines. The two sides also explored cooperation in technical expertise, capacity building and support for initiatives designed to reinforce public health systems across the continent.

Implementing the Algiers Declaration

A central focus of the meeting was the implementation of the Algiers Declaration, adopted during the African Ministerial Conference on Local Production of Medicines and Health Technologies, hosted by Algeria in November 2025.

According to the ministry, Kouidri and Kaseya reviewed mechanisms for translating the declaration’s commitments into concrete projects, including the establishment of regional pharmaceutical manufacturing hubs, the promotion of local production, and the acceleration of technology transfer. The initiatives are intended to support the development of an integrated and sustainable African pharmaceutical manufacturing ecosystem capable of reducing dependence on imported medicines and enhancing the continent’s resilience to future health emergencies.

The two officials also highlighted the strategic importance of strengthening cooperation among African countries to accelerate industrial development in the pharmaceutical sector while supporting broader public health objectives.

In addition, both sides underscored the potential benefits of introducing joint procurement mechanisms for medicines and vaccines across African countries. They said pooled purchasing could strengthen the bargaining power of African states, improve supply-chain efficiency, and expand equitable access to essential pharmaceutical products, while contributing to the continent’s long-term health sovereignty, the ministry said.
