Algeria Moves to Integrate Start-ups into Strategic Water Projects as Digital Innovation Drive Accelerates

Government officials say expanding the role of start-ups and micro-enterprises in the water sector will strengthen local industrial capacity, accelerate digital transformation and support Algeria’s long-term water security strategy.

ALGIERS — Algeria is seeking to expand the role of start-ups and micro-enterprises in strategic water infrastructure projects as part of a broader effort to strengthen domestic industrial capabilities, accelerate digital transformation and enhance long-term water security.

The initiative was launched during a coordination meeting held in Algiers on Tuesday, bringing together officials from the Ministry of Hydraulics and the Ministry of Knowledge Economy, Start-ups and Micro-enterprises to identify mechanisms for integrating innovative companies into major public water projects.

Opening the meeting, Minister of Hydraulics Lounès Bouzegza said the initiative reflects the government’s determination to broaden the participation of start-ups and small businesses in national development programmes, particularly in sectors considered strategically important.

According to Bouzegza, subcontracting should no longer be viewed merely as an execution mechanism but as a strategic tool for transferring expertise, strengthening the industrial base, creating skilled employment and increasing domestic value creation. He said Algeria aims to transform innovative enterprises into full development partners capable of delivering locally designed technologies and services that reduce reliance on imports while supporting economic diversification.

The minister said Algeria has made substantial investments in the water sector to improve public water services, address the growing impact of climate change and secure water supplies for households, agriculture and industry. Maintaining that momentum, he added, will require greater participation from innovative private-sector companies in line with government efforts to expand local production and strengthen economic sovereignty.

A key focus of the initiative is the integration of digital technologies into water management. Bouzegza said future projects will increasingly rely on artificial intelligence, data analytics, smart applications and remote monitoring systems to improve operational efficiency, optimise water-resource management and modernise public services.

He described the meeting as a platform for building practical partnerships between public institutions, start-ups and micro-enterprises, enabling innovative companies to move progressively from subcontracting activities to the delivery of integrated projects.

Minister of Knowledge Economy, Start-ups and Micro-enterprises Noureddine Ouadah said water security has become a strategic national priority amid growing geopolitical and climate-related challenges. He said start-ups and micro-enterprises can make a significant contribution by increasing local integration rates, mobilising the expertise of young graduates and providing innovative technological solutions tailored to the sector’s evolving needs.

Ouadah also highlighted the deployment of digital platforms designed to facilitate collaboration between public institutions and innovative enterprises, adding that both ministries would continue organising coordination meetings to translate discussions into concrete partnerships and expand the participation of Algerian start-ups in strategic national projects.
