ALGIERS — Algeria and Côte d’Ivoire have taken a significant step towards strengthening bilateral relations after signing a strategic intergovernmental agreement covering the energy and renewable energy sectors, laying the foundation for long-term cooperation in electricity, hydrocarbons, industrial manufacturing, technical training and energy infrastructure.

The agreement was signed on Tuesday in Abidjan by Algeria’s Minister of Energy and Renewable Energies, Mourad Adjal, and Côte d’Ivoire’s Minister of Mines, Petroleum and Energy, Mamadou Sangafowa-Coulibaly. It represents the culmination of months of work undertaken by a joint bilateral committee tasked with identifying priority areas of cooperation and establishing the legal and institutional framework governing future joint projects.

The partnership reflects both governments’ commitment to expanding African energy cooperation while supporting broader continental objectives aimed at strengthening energy security, accelerating industrial development and promoting sustainable economic growth.

Speaking after the signing ceremony, Adjal described the agreement as “a turning point” in relations between the two countries, saying it would pave the way for concrete cooperation programmes and investment projects capable of generating mutual economic benefits.

The minister noted that his working visit to Abidjan formed part of the growing momentum in Algerian-Ivorian relations witnessed in recent months, following a series of high-level consultations that identified energy and renewable energy as strategic sectors for deeper collaboration.

He explained that discussions between experts from both countries had focused on cooperation across the electricity value chain—including power generation, transmission and distribution—as well as the manufacture of electrical equipment, industrial development and specialised technical training designed to meet Côte d’Ivoire’s expanding energy needs.

Adjal said the partnership also supports Africa’s broader ambition of achieving greater energy independence by strengthening cooperation among African countries and enhancing their capacity to develop and exploit their own natural resources.

For his part, Sangafowa-Coulibaly described relations between Algeria and Côte d’Ivoire as “exemplary,” arguing that such partnerships represent the model of intra-African cooperation needed to advance the continent’s economic transformation.

He praised Algeria’s extensive expertise across the energy sector, noting that Côte d’Ivoire’s recent hydrocarbon discoveries have reinforced its ambition of becoming a regional energy hub in West Africa.

“There could be no better partner on the continent than Algeria,” the Ivorian minister said, adding that Algeria’s experience corresponds closely with Côte d’Ivoire’s own development ambitions.

He further stressed that Africa’s energy sovereignty would ultimately depend on the continent’s ability to finance exploration, production and industrial development using its own expertise and resources.

The two ministers also highlighted the importance of cooperation within the African Petroleum Producers’ Organization, whose Secretariat General is currently hosted by Algeria, describing the organisation as an important platform for advancing collective African energy strategies.

As part of his official visit, Adjal was also received by Côte d’Ivoire’s Prime Minister, Robert Beugré Mambé.

According to the Algerian minister, discussions focused on expanding cooperation in electricity infrastructure, strengthening technical capacity-building programmes and sending Ivorian specialists to Algeria for professional training in gas-related industries through Algerian vocational institutions.

The two sides also examined the feasibility of establishing a joint Algerian-Ivorian industrial company dedicated to manufacturing electrical and gas equipment in Côte d’Ivoire, a project that would represent a major step towards local industrial integration and value-added production within the African energy sector.

The agreement marks one of the most ambitious energy cooperation frameworks concluded recently between Algeria and Côte d’Ivoire, reinforcing both countries’ commitment to developing strategic partnerships based on technology transfer, industrial cooperation and sustainable energy development while contributing to Africa’s broader objective of achieving greater energy autonomy.
