Algeria, Norway Deepen Energy Partnership with New Investment Focus on Hydrocarbons and Energy Transition

ALGIERS — Algeria and Norway have reaffirmed their commitment to expanding their longstanding energy partnership through new investment opportunities in hydrocarbons, renewable energy and low-carbon technologies, as senior officials from both countries held a series of high-level meetings in Algiers aimed at strengthening bilateral cooperation and addressing global energy security challenges.

The discussions reflected the growing strategic convergence between the two energy-producing nations on issues including hydrocarbon development, the energy transition, carbon reduction technologies and investment cooperation, while highlighting their shared role in supporting the stability of international energy markets and ensuring secure supplies to Europe.

The latest round of consultations included talks on Tuesday between Algeria’s Minister of State, Minister of Foreign Affairs, National Community Abroad and African Affairs, Ahmed Attaf, and Norway’s State Secretary at the Ministry of Energy, Snorre Erichsen Skjevrak, who is undertaking a working visit to Algeria.

According to the Algerian Ministry of Foreign Affairs, the meeting reviewed the historical partnership between the two countries, particularly in the fields of hydrocarbons, renewable energy and the energy transition. Both officials also discussed the strategic contribution of Algeria and Norway to strengthening global energy security and ensuring reliable energy supplies to European markets amid continuing international energy challenges.

The two sides further underscored the importance of expanding bilateral cooperation by encouraging direct foreign investment, highlighting the incentives and opportunities offered by Algeria’s evolving business climate for international energy operators seeking to invest in the country’s energy sector.

The diplomatic discussions followed a separate meeting held the previous day between Algeria’s Minister of State and Minister of Energy, Mines and Renewable Energies, Mohamed Arkab, and Norway’s Deputy Minister of Energy, in the presence of the Norwegian Ambassador to Algeria, senior executives from Norwegian energy company Equinor, President of the National Agency for the Valorisation of Hydrocarbon Resources (ALNAFT) Samir Bekhti, President of the Hydrocarbon Regulatory Authority (ARH) Amine Remini, and senior officials from Algeria’s Ministry of Energy.

During those discussions, both parties praised the longstanding cooperation between Sonatrach and Equinor, particularly their joint operations at the In Salah and In Amenas gas projects, describing them as successful models of Algerian-Norwegian cooperation in the hydrocarbons sector.

The talks focused on prospects for launching new investment projects while expanding cooperation in hydrocarbon exploration, geological research and field development. Discussions also covered opportunities for collaboration in natural gas production, liquefied natural gas (LNG) and petrochemical industries as both countries seek to reinforce their positions within global energy markets.

A significant part of the discussions centred on the energy transition and climate-related technologies, including methane and carbon dioxide emissions reduction, carbon capture, utilisation and storage (CCUS), and broader decarbonisation solutions, areas in which Norway is internationally recognised for its technological expertise and industrial experience.

Both delegations also welcomed the outcomes of a recent visit by an Algerian delegation to Norway, during which Algerian officials examined Norwegian expertise in carbon capture and storage, seawater desalination technologies, and governance and regulatory frameworks for the hydrocarbons sector.

The meetings further reviewed progress towards finalising consultations on a memorandum of understanding between the two energy ministries that would establish a permanent framework for bilateral cooperation, technical exchanges, knowledge transfer and the development of joint economic initiatives.

Arkab reaffirmed Algeria’s commitment to further improving the country’s investment climate, highlighting the opportunities created by Algeria’s revised hydrocarbons legislation as well as prospects for partnerships in research, technological development and innovation.

For his part, Skjevrak praised the quality of cooperation between the two countries and reaffirmed Norway’s determination, together with Equinor, to broaden its partnership with Algeria in the development of energy resources, emissions reduction technologies and the exchange of advanced technical expertise.

He also described Algeria as a reliable strategic partner and a key actor in both regional and international energy markets, underscoring Norway’s interest in expanding long-term cooperation with Algeria as both countries pursue balanced approaches to energy security, sustainable investment and the global energy transition.
