Algeria Launches National Agricultural Information System to Strengthen Digital Governance and Food Security

ALGIERS — Algeria has officially launched the National Agricultural Information System – SNIA), a comprehensive digital platform designed to modernise the governance of the agricultural sector through real-time data management, enhanced institutional coordination, and evidence-based policymaking.
The platform was inaugurated on Monday by Minister of Agriculture, Rural Development and Fisheries Yacine El-Mahdi Oualid as part of the ministry’s 2026 action plan, which places digital transformation at the centre of efforts to improve agricultural governance, strengthen food security, and enhance administrative efficiency.
Describing the initiative as a major step towards modernising public sector management, Oualid said the new system would enable authorities to move away from estimation-based decision-making toward a scientific approach founded on reliable, continuously updated data. The platform is expected to provide policymakers with accurate information at both central and local levels, allowing for more effective planning, monitoring, and intervention across the agricultural sector.
The National Agricultural Information System has been developed as an integrated digital ecosystem responsible for collecting, processing, securing, analysing and updating agricultural data covering all major areas of activity. According to the minister, the system will progressively replace fragmented administrative procedures with a unified digital infrastructure capable of supporting strategic planning while improving transparency and operational efficiency.
Implementation will be carried out in phases. The first operational module, dedicated to monitoring the national grain harvest campaign, has already been activated. The module enables the daily collection and analysis of field data, allowing authorities to monitor harvesting operations in real time, identify logistical constraints—including shortages of harvesting machinery—and respond rapidly to operational challenges encountered across production regions.
The platform also facilitates the monitoring of harvested areas by region and crop, records production volumes directly from the field, and generates statistical indicators intended to support timely and informed decision-making throughout the harvesting season.
Beyond the initial harvest-monitoring module, the government plans to gradually deploy a broad range of interconnected digital components covering virtually every strategic segment of Algeria’s agricultural sector.
Among the core pillars of the new system is the National Agricultural Register, which will serve as the country’s primary agricultural database. It will be complemented by a National Agricultural Land Register designed to classify agricultural holdings according to production type—including cereal farming, irrigated agriculture and arboriculture—while integrating soil fertility indicators for each province.
Additional modules will monitor livestock populations, vaccination campaigns and national identification systems for animals, alongside dedicated platforms tracking agricultural support programmes, public subsidies and beneficiary management.
The digital architecture also includes specialised systems for monitoring agricultural inputs such as seeds, fertilisers and other production resources, enabling authorities to supervise national stock levels and optimise distribution according to actual needs.
Financial governance constitutes another major component of the platform through a unified agricultural financing system capable of monitoring agricultural credit programmes, evaluating financial performance indicators and identifying default risks.
The ministry has also incorporated an agricultural insurance module designed to monitor insurance coverage, assess protection against drought, yield losses and animal health risks, while generating early preventive alerts to improve risk management.
To strengthen market regulation, a dedicated platform will monitor wholesale and retail prices, analyse market trends and provide authorities with the information required to intervene rapidly whenever necessary to stabilise agricultural markets.
Recognising the growing impact of climate change on agricultural production, the system integrates a specialised module for monitoring water resources and climatic conditions. The platform will analyse rainfall levels, drought indicators, reservoir water capacity and water stress, while issuing early warning alerts aimed at supporting sustainable resource management.
Further components will oversee maritime fisheries and aquaculture production, monitor the development of Algeria’s fishing fleet and inland aquaculture farms—including projects in the Sahara—and supervise forest resources, biodiversity indicators and wildfire risks.
The digital ecosystem also incorporates an integrated early warning and crisis management system capable of tracking strategic threats to food security, including drought, epidemics and other emergencies, while activating predefined intervention protocols when required.
To simplify administrative procedures, the ministry has also developed a unified digital services portal intended to digitise administrative processes across the agricultural sector and facilitate access to public services for farmers and agricultural operators.
With the launch of the National Agricultural Information System, Algeria is embarking on one of its most significant digital governance reforms within the agricultural sector, laying the foundations for a modern, data-driven management model aimed at improving productivity, strengthening food security and supporting long-term sustainable agricultural development.
