Algeria at the Helm of the Pan-African Parliament: A Diplomatic Triumph Reinforcing Continental Influence

The Republic of Algeria has consolidated a significant diplomatic milestone with the election of its candidate, Mr. Fateh Boutbig, as President of the Pan-African Parliament, securing a decisive majority of 118 votes during the extraordinary session held in Midrand, South Africa, on 30 April. His mandate, extending to 2029, places him at the head of one of the African Union’s principal legislative organs, in a development widely read as a renewed affirmation of Algeria’s entrenched influence within African institutional architecture and its sustained credibility among partners across the continent’s five regions.
This outcome further reinforces the trajectory of Algerian diplomacy under President Abdelmadjid Tebboune, consolidating a pattern of cumulative gains within multilateral African frameworks. It also reflects the relative limitations of competing diplomatic efforts, including those associated with Morocco’s bid to advance the candidacy of its own nominee, former Tourism Minister and Vice-President of the House of Councillors, Lahcen Haddad.
The internal vote within the North African Group resulted in Morocco failing to secure any of the allocated positions across the regional slate. The outcome was followed by attempts to contest the procedural validity of the process, alongside claims questioning its integrity. Parallel reports also referenced efforts to influence voting behaviour during the plenary phase through material inducements, further contributing to a charged electoral atmosphere surrounding the proceedings.
Despite these tensions and procedural disruptions, Algeria ultimately secured the presidency of the Pan-African Parliament, reinforcing its long-standing institutional presence within African Union governance structures. The result underscores Algeria’s ability to consolidate support across regional blocs and to translate diplomatic capital into leadership positions within continental bodies.
In parallel, the same electoral cycle registered notable developments concerning the representation of the Sahrawi Arab Democratic Republic within African Union institutions. Within the North African Group vote, the Sahrawi candidate obtained the position of rapporteur of the interim bureau with 17 votes against 12 for the Moroccan candidate, reflecting sustained alignment in support of the Sahrawi representation within African parliamentary structures and highlighting evolving dynamics within regional groupings.
The broader distribution of positions within the North African constituency illustrated a recalibration of regional balance. Tunisia assumed the presidency of the regional bureau, Mauritania secured the positions of Vice-President and representative within the special electoral oversight committee, while Algeria obtained the nomination for the presidency of the Pan-African Parliament. Morocco did not secure any of the contested posts, marking a notable setback within this electoral cycle.
Subsequent objections regarding the validity of the process and attempts to challenge the outcome before senior officials of the African Union Commission were not upheld, in line with procedural requirements governing regional endorsement of candidates, which the Algerian nominee had fulfilled.
The election of Mr. Fateh Boutbig thus constitutes a consequential institutional development within the African Union framework, signalling both Algeria’s reinforced positioning within continental governance structures and a broader reconfiguration of influence within the Pan-African Parliament.
