Algeria’s Anti-Corruption Authority Briefs IMF Mission on Transparency and Governance Reforms

ALGIERS — Algeria’s High Authority for Transparency, Prevention and the Fight Against Corruption (HATPLC) has presented the country’s latest governance and anti-corruption reforms to a delegation from the International Monetary Fund (IMF) during consultations held as part of the Fund’s regular Article IV mission to Algeria.
The meeting, chaired by Salima Mousserati, President of the HATPLC, formed part of the IMF’s periodic consultations with the Algerian authorities and focused on institutional reforms aimed at strengthening transparency, promoting good governance and reinforcing the national framework for corruption prevention.
Held on Sunday afternoon in the presence of members of the Authority’s governing council and senior officials, the discussions reviewed the measures undertaken under the leadership of President Abdelmadjid Tebboune to modernise governance and align Algeria’s anti-corruption framework with international standards.
National Reform Agenda Highlighted
During the meeting, Mousserati outlined Algeria’s institutional reforms designed to enhance public integrity, strengthen transparency and promote accountability across public institutions.
According to the Authority, these reforms include the establishment of the HATPLC as part of broader efforts to promote ethical governance, combat corruption and harmonise Algeria’s legislative framework with internationally recognised standards.
She also highlighted a series of national initiatives aimed at fostering a culture of integrity while reinforcing the country’s institutional mechanisms for preventing corruption.
Presentation of Strategic Programmes
Mousserati presented an overview of the Authority’s mandate, institutional responsibilities and the principal programmes currently under implementation.
Among the flagship initiatives discussed were the National Strategy for Transparency, Corruption Prevention and the Fight Against Corruption, the “Nazaha” Institutional Integrity Performance Indicator, a draft regulatory framework governing transparency systems, the asset declaration and verification mechanism, as well as reporting procedures for suspected corruption cases.
The presentation also addressed the Authority’s digital transformation strategy, including the development of electronic platforms designed to improve transparency, facilitate public reporting mechanisms and strengthen institutional oversight.
The discussions further examined the Authority’s programmes dedicated to public awareness, professional training and institutional support provided to government ministries, public bodies and civil society organisations.
Mousserati reviewed the initial outcomes generated by these initiatives, noting progress in promoting preventive approaches to corruption, strengthening compliance and transparency mechanisms, enhancing institutional performance and reinforcing the principles of good governance across several sectors.
According to the Authority, these measures are intended to improve the quality of public services while consolidating a governance framework centred on accountability, integrity and institutional efficiency.
Members of the IMF delegation were also briefed on Algeria’s evolving anti-corruption architecture and exchanged views with HATPLC officials on oversight mechanisms, transparency measures and corruption prevention policies.
The discussions additionally addressed the Authority’s contribution to supporting broader institutional reforms designed to strengthen governance standards, improve public sector performance and reinforce confidence in public administration.
