Algeria’s Electoral Authority Clarifies Candidacy Rules Ahead of 2 July Legislative Vote

The Council of the National Independent Authority for Elections (ANIE) has approved clarifications concerning cases raised by prospective candidates for the legislative elections scheduled for 2 July 2026, according to a statement issued on Saturday.
Following the examination of various cases linked to elected officials, including political affiliation and the exercise of an electoral mandate, the Council unanimously validated a set of clarifications submitted by applicants seeking to stand for election to the People’s National Assembly (APN), the statement said.
Under the clarified framework, any candidate running under a political party may stand under the same party’s banner. Likewise, candidates affiliated with a party may switch to another party or run on an independent list if their mandate has expired.
The communiqué further states that independent candidates currently holding a mandate may run either under another party’s banner or as independents, in the event that their elected term has expired.
It also specifies that elected officials serving under a political party deemed non-compliant may run as independents.
However, the authority stressed that candidates serving a current mandate under a non-compliant political party are prohibited from running under another party or as independents.
It further stated that candidates affiliated with a non-compliant party and currently holding office are not permitted to run under the same party until their situation is regularised, nor to stand under any other political label.
ANIE underlined that these clarifications are not intended to restrict the constitutional right to candidacy, but rather to define its modalities within the framework of constitutional principles and electoral rules, particularly the moralisation of political life, adherence to electoral ethics, and eligibility conditions based primarily on political affiliation and the exercise of representative mandates.
The authority also reaffirmed that it remains in continuous contact with political parties and independent lists to address any concerns or requests for clarification.
