A new digital platform dedicated to green investment was launched on Saturday in Algiers, designed to facilitate access for young entrepreneurs—particularly self-employed operators—to opportunities within the circular economy.

The initiative, led by the Ministry of Environment and Quality of Life, aims to simplify investment procedures in environmental activities and improve access to support mechanisms for project holders in the emerging green economy.

The launch ceremony took place during an information day titled “Youth and Environmental Investment” at the Higher School of Public Works Management (ESMTP) in Algiers, in the presence of Environment Minister Kaoutar Krikou, Minister of Knowledge Economy, Startups and Micro-Enterprises Noureddine Ouadah, and Minister of Youth Mustapha Hidaoui.

Krikou said the platform would enable structured and regulated access to the environmental sector, while providing centralised and local monitoring of project development. It will also inform users about available support schemes, including training, internship duration, environmental licensing procedures and access to financial assistance.

She added that young investors would be able to obtain an environmental licence after specialised training, allowing them to operate legally within the sector. The scheme will be supported by the Supreme Youth Council (CSJ), which will assess youth integration into environmental activities through its national branches.

The initiative also provides legal and institutional support through national agencies, including the National Agency for Microcredit Management, the National Agency for Entrepreneurship Support and Development, and the self-entrepreneur card scheme. A dedicated “1,000 collectors” project will also be leveraged to integrate youth into waste collection activities.

The minister stressed the importance of linking young operators with economic enterprises, particularly in waste recycling chains, in order to ensure the sustainability of projects and maximise value recovery from collected materials.

Ouadah underlined the need for inter-ministerial coordination to translate environmental initiatives into measurable economic outcomes, including the number of businesses created, volumes of waste processed, cost savings achieved and technologies developed.

Hidaoui, for his part, urged young entrepreneurs to take advantage of state support mechanisms, stressing the importance of turning environmental and waste-management challenges into economic opportunities.

The event also included the signing of cooperation agreements between the Ministry of Environment and the Ministry of Youth, as well as between the National Institute for Environmental Training and the microcredit agency ANGEM, and between the National Waste Agency (AND) and the National Agency for Entrepreneurship Support (NESDA). Financing certificates were issued to young investors, alongside the delivery of licences for the collection and transport of recoverable waste.
