Brahim Boughali, Speaker of Algeria’s People’s National Assembly, used the 152nd General Assembly of the Inter-Parliamentary Union in Istanbul to call for a reassessment of global governance, arguing that the accumulation and interconnection of crises are steadily eroding confidence in the multilateral system.

He warned that the post-war international order—founded on dialogue and respect for human dignity—is increasingly strained by proliferating conflicts, declining institutional credibility and rapid technological disruption. Contemporary conflicts, he argued, are no longer purely conventional, but rooted in deeper structural pressures including poverty, marginalisation, food insecurity and environmental degradation, necessitating a more human-centred conception of security.

For Algeria, he suggested, the challenge extends beyond crisis management to the restoration of trust and the consolidation of a more equitable system of international justice. That objective, he argued, requires stricter adherence to international law, free from selectivity and double standards, which continue to undermine the credibility of global institutions.

The situation in Palestine, he added, remains a defining test of that credibility. Reaffirming Algeria’s position, Boughali called for accountability for war crimes, an end to impunity, and the immediate cessation of measures he denounced as clear violations of international humanitarian law, including proposed legislation concerning the execution of detainees.

He also welcomed recent ceasefire efforts in the Gulf and the Middle East, while stressing the need to translate temporary de-escalation into a durable and comprehensive cessation of hostilities, particularly in Palestine and Lebanon.

More broadly, Boughali advanced a conception of international stability grounded in an integrated approach combining economic inclusion, social cohesion and environmental sustainability. In this framework, development, food security and ecological balance emerge not as secondary concerns, but as foundational pillars of lasting peace.

He further underscored the importance of completing decolonisation processes and safeguarding the right of peoples to self-determination, linking these imperatives to the need for reforming global governance structures in order to ensure more equitable representation and greater institutional effectiveness.

Highlighting the role of parliaments, he pointed to their responsibility in reinforcing institutional trust through transparency, accountability and legislative adaptation, while positioning parliamentary diplomacy as an increasingly relevant instrument for dialogue and convergence.

On technological transformation, Boughali cautioned that artificial intelligence represents both an opportunity and a structural risk, calling for equitable international regulatory frameworks to prevent monopolisation and misuse.

Crucially, he anchored Algeria’s diplomatic posture in a broader civilisational narrative, invoking the legacy of Emir Abdelkader as a model of ethical leadership and coexistence. He also referenced the recent visit of Pope Leo XIV to Algeria, presenting it as a symbolically charged moment reflecting the country’s openness to dialogue, coexistence and mutual respect across religious and cultural boundaries.

On the sidelines, Boughali held a series of bilateral meetings with counterparts from Djibouti, Zimbabwe and Azerbaijan, focusing on expanding parliamentary cooperation and translating political ties into more structured institutional engagement.
