President Tebboune Cites Multi-Source Governance, Deepens Economic Shift and Vows Crackdown on Speculation and Financial Abuse

President Abdelmadjid Tebboune said he relies on “ten different sources” of information to oversee state affairs, rejecting what he described as unfounded speculation and stressing that governance is conducted with full situational awareness.

Speaking during a periodic meeting with national media, Tebboune said Algeria’s development strategy is shifting toward the south and the high plateaus, citing demographic pressure in the north and the country’s long-term expansion capacity.

He reaffirmed confidence in Energy Minister Mohamed Arkab, stating that the separation of the hydrocarbons and mining portfolios is intended to strengthen governance and accelerate development in both sectors. Tebboune said Algeria continues to explore new oil and gas reserves while advancing a long-standing objective of building an economy less dependent on hydrocarbons, adding that this transition is now taking concrete shape.

The President ordered a ban on the sale of raw mineral resources, directing that national mining output be channelled into domestic processing industries to enhance value creation.

On economic policy, Tebboune said efforts to improve purchasing power would be driven by wage increases supported by economic growth, rejecting what he described as populist approaches.

He identified two drivers behind rising agricultural prices: weather-related disruptions affecting harvests, which he said could be explained, and speculative practices, which he described as unacceptable. He warned against price manipulation in the run-up to Eid al-Adha, saying those involved “will pay the price.”

The President also pointed to practices aimed at illicit capital outflows, stating that some exporters deliberately under-invoice shipments to transfer foreign currency abroad. He said authorities had identified $350 million in export revenues that had not entered the state treasury due to such practices, adding that while over-invoicing networks had been dismantled, new forms of under-invoicing had emerged.

On market regulation, Tebboune reiterated a zero-tolerance stance on fraud and speculation, particularly in essential and subsidised goods.

Turning to political life, he said the legitimacy of political parties is measured by their electoral results, criticising election boycotts and arguing that some parties avoid participation to conceal weak support. He defended the ban on political nomadism as a safeguard for party coherence and voter mandates.

On corruption, President Tebboune warned that any elected official implicated in illicit financial practices would lose their mandate and face criminal prosecution, recalling that such measures had already been enforced in previous elections.
