Algeria bets on phosphate to accelerate industrialisation

Algeria is positioning phosphate at the core of its industrial strategy, as President Abdelmadjid Tebboune seeks to turn mineral resources into a driver of economic diversification and value creation.
At the latest cabinet meeting, the president set out a clear directive: the mining sector is no longer to remain peripheral but must evolve into a central pillar of the country’s development model. The target of launching phosphate exports by March 2027 establishes a defined timeline, underscoring the strategic weight attached to the project.
Beyond the headline objective, the emphasis has shifted to execution across the full value chain. Authorities are focusing on extraction, processing, storage, logistics and export infrastructure, signalling a move away from a raw-material export model towards integrated industrial development.
At the centre of this approach is the Bled El Hadba project, intended to anchor a broader industrial ecosystem. Plans to launch processing units in parallel with mining operations reflect a deliberate effort to retain more value domestically and avoid limiting the sector to upstream activities.
Phosphate is seen not only as a resource but as a gateway to downstream industries, including fertilisers and mineral chemistry, with potential spillovers into agriculture and related sectors. The project’s viability remains closely tied to infrastructure delivery, notably the completion of the mineral terminal at the port of Annaba, a key component for export competitiveness.
Taken together, the initiative marks a shift in Algeria’s economic strategy: from extraction to transformation, and from dependence on hydrocarbons towards a more diversified industrial base. Its success will depend on the state’s ability to align industrial, logistical and commercial capacities within the set timeframe.
