Algeria, European Union Deepen Digital Transformation Partnership Under ‘Digital Algeria 2030’ Strategy

ALGIERS — Algeria and the European Union are advancing their cooperation on digital transformation through a new partnership aimed at strengthening public digital infrastructure, improving e-government services and supporting the country’s long-term digital modernisation agenda.
The initiative was discussed during a meeting between Meriem Benmouloud, Algeria’s Minister and High Commissioner for Digitalisation, and Hannes Astok, Director General of the Estonian e-Governance Academy, in the presence of representatives of the European Union Delegation to Algeria, according to a statement issued on Wednesday by the High Commission for Digitalisation.
The discussions formed part of the Algeria–European Union Economic Governance Support Programme, which seeks to expand bilateral cooperation in digital transformation and public-sector modernisation.
At the centre of the meeting was a conceptual framework for a digital acceleration project covering the 2026–2028 cooperation period. The initiative is designed to support the implementation of Algeria’s National Digital Transformation Strategy and the Digital Algeria 2030 vision.
According to the statement, the proposed programme aims to develop a modern public digital infrastructure, strengthen interoperability across government institutions, enhance data governance and modernise digital public services. It also includes measures to build national expertise through specialised training programmes and technical support for the implementation of digitalisation projects.
The two sides also reviewed the project’s implementation framework, which is expected to follow internationally recognised monitoring and management standards intended to ensure transparency, quality assurance and effective execution throughout its various phases.
The discussions further highlighted the contribution of the Estonian e-Governance Academy, whose experience in digital government, interoperability and digital governance is expected to support the project’s implementation and facilitate the exchange of technical expertise.
The High Commission for Digitalisation said the cooperation reflects Algeria’s broader strategy of strengthening high-value international partnerships while accelerating digital transformation, reinforcing digital sovereignty and building a modern, secure and efficient public administration capable of delivering innovative digital services in line with the objectives of the Digital Algeria 2030 roadmap.
