Algeria Installs New Members of the High Council of the Judiciary Following Partial Renewal

Algeria has installed eight newly elected members of the High Council of the Judiciary (CSM), completing a partial renewal of the body overseeing magistrates’ careers and judicial independence.
The ceremony was held at the Supreme Court in El Biar under the chairmanship of First President Tahar Mamouni, representing President Abdelmadjid Tebboune, who heads the Council.
The appointments follow the 17 December 2025 elections, part of a renewal of two-thirds of the Council’s membership in line with Articles 180 and 224 of the 1 November 2020 Constitution.
The new members are Boumediene Mekki and Saïda Boukhebza (Council of State); Belkacem Kebabi (Supreme Court); Mohamed Chaâlal and Inès Kouhil (prosecutors general at the Supreme Court); Abdellah Bouchanak, investigating judge at Bordj Bou Arréridj, and Ahmed Khroubi, president of the Tiaret tribunal; and Samia Benmerabet of the Annaba administrative court.
The installation reflects a reorganisation introduced under the 2026 constitutional revision, which removes representatives of the National Syndicate of Magistrates from the Council and reallocates certain functions, including assigning the role previously held by the president of the National Human Rights Council to the prosecutor general at the Supreme Court.
Justice minister Lotfi Boudjemaa participated in the December vote alongside magistrates at the Supreme Court.
The Council retains authority over appointments, tenure, promotion and transfers within the judiciary, under criteria of competence and seniority, while upholding professional ethics and institutional independence.
