Algeria Moves to Accelerate Approval Process for Major State Investment Projects
The Ministry of Finance has introduced transitional measures to streamline the review of feasibility and project maturity studies for major public investment projects, aiming to accelerate registration procedures and speed up implementation while strengthening coordination between government institutions.

ALGIERS — Algeria’s Ministry of Finance has introduced new measures to simplify and accelerate the processing of project maturity studies for major state investment projects, with the objective of shortening approval procedures, expediting project registration and facilitating the transition to implementation.
According to a ministerial circular dated 23 July, addressed to secretaries-general of ministries, programme managers, operational programme directors and the National Fund for Development Equipment (FNED), the measures are intended to improve coordination among the institutions involved in evaluating strategic public investment projects.
The new arrangements cover all stages of project maturity, including preliminary identification studies, feasibility studies, and implementation, operation and maintenance preparation studies. Each phase must be completed in accordance with the required technical and regulatory standards before the project advances to the next stage.
Under the revised procedure, the competent departments within the relevant ministry or public institution are required to submit project maturity files directly to the National Fund for Development Equipment for technical review. They must also provide any supplementary documentation, information or supporting files requested by the fund during the evaluation process.
At the same time, the submitting authority must send copies of all correspondence, including supplementary submissions, to the Directorate-General of the Budget, ensuring continuous monitoring of the evaluation process and coordination between the institutions concerned.
The National Fund for Development Equipment will communicate its observations, reservations and requests for additional information directly to the responsible central authorities within the concerned ministry or institution, while simultaneously forwarding copies of all correspondence to the Directorate-General of the Budget to facilitate ongoing monitoring of each file.
Once all observations have been addressed by the project owner, the fund will prepare and submit a final report to the Directorate-General of the Budget confirming that the project maturity study complies with all applicable regulatory requirements and is eligible to proceed with formal registration procedures. The project owner must also submit the final updated version of the project maturity file, together with all relevant supporting documentation where necessary, to enable the budget authorities to initiate the project’s registration in accordance with existing regulations.
The Ministry of Finance said the new arrangements form part of broader efforts to simplify administrative procedures, introduce greater flexibility into the assessment of major public investment projects and strengthen coordination between the various stakeholders, pending the adoption of a new regulatory framework governing the review of project maturity studies.
The ministry noted that the measures are transitional and will remain in force until the issuance of new regulations establishing the procedures for reviewing maturity studies for major state projects.
