Algeria’s Cabinet Orders Travel Allowance Reform, Accelerates Digital Integration and Reviews Cooperation, Start-Up and Tourism Agendas

ALGIERS — Algerian President Abdelmadjid Tebboune chaired a meeting of the Council of Ministers on Sunday, reviewing a series of strategic policy files ranging from digital transformation and regional cooperation to entrepreneurship and tourism, while issuing new directives aimed at strengthening public service delivery and improving governance.
According to a statement issued following the meeting, ministers examined the operation of the National Digital Services Portal, progress in implementing bilateral cooperation agreements concluded with Niger and Chad, measures to further develop Algeria’s start-up ecosystem, and an assessment of the ongoing tourism season.
Travel allowance to be paid through bank cards
Among the key decisions adopted, President Tebboune approved a provisional reform of the disbursement mechanism for Algeria’s travel allowance, ordering that future payments be made exclusively through bank cards.
The measure follows what the presidency described as serious abuses that resulted in the outflow of foreign currency without some beneficiaries effectively receiving their travel allocation. Authorities said the new system is intended to eliminate intermediaries and prevent certain travel agencies from improperly exploiting the scheme.
One-month deadline for digital integration
The president also instructed the government to complete, within one month, an intersectoral digital interconnection through the National Data Centre.
The initiative aims to expand digital public services by improving data exchange between government institutions and accelerating the delivery of administrative services to citizens as part of Algeria’s broader digital transformation strategy.
Broader reform agenda
The Council of Ministers also reviewed progress in implementing cooperation agreements with Niger and Chad, reflecting Algeria’s efforts to deepen regional economic and development partnerships.
Discussions further covered measures to strengthen the national start-up ecosystem and reviewed developments in the country’s tourism sector as authorities continue efforts to diversify economic activity beyond hydrocarbons.
