Algeria’s Electoral Authority Turns to Digitalisation to Bolster Transparency Ahead of July Legislative Vote

Algeria’s National Independent Authority for Elections (ANIE) is intensifying its reliance on digital infrastructure as it prepares for the legislative elections scheduled for 2 July, in a move aimed at modernising electoral administration, streamlining procedures, and reinforcing institutional transparency.

Speaking to national radio, acting president Karim Khelfane outlined a strategy aligned with the state’s broader digital transition agenda, centred on the expanded deployment of electronic platforms designed to oversee and manage the electoral process. The initiative seeks not only to facilitate voter engagement but also to standardise administrative operations across the electoral cycle.

At the core of this approach is the development of an integrated digital ecosystem, including an electronic services portal enabling citizens to register, deregister, update personal data, and modify residence information. These functionalities are intended to reduce procedural friction while enhancing accessibility to electoral services.

A central data hub has also been established to enable real-time monitoring of key phases of the electoral process, notably the exceptional revision of electoral rolls taking place between 12 and 26 April. The operation is being conducted across Algeria’s 1,541 municipalities, as well as within diplomatic and consular representations abroad, under the supervision of judicially led commissions—an arrangement designed to reinforce procedural integrity.

Beyond administrative modernisation, the authority has introduced a dedicated digital interface to address queries from political parties and stakeholders, providing continuous, real-time responses to concerns related to the conduct of the elections. This mechanism reflects an effort to institutionalise communication channels and reduce informational asymmetries between electoral authorities and political actors.

Khelfane emphasised that the authority’s communications since the formal convocation of the electorate have drawn on constitutional provisions and the organic law governing elections, with the aim of clarifying procedural rules and ensuring their consistent interpretation among stakeholders.

Parallel to its operational preparations, ANIE has expanded its outreach efforts, organising training sessions, conferences, and awareness campaigns targeting youth, media professionals, and civil society actors, in a bid to strengthen civic participation and reinforce confidence in the electoral process.

Following the latest periodic revision of electoral lists conducted between October and November 2025, the electoral body now stands at over 24.5 million registered voters, including approximately 869,000 members of the national community abroad—figures that underscore both the scale of the forthcoming vote and the administrative demands associated with its organisation.
