President Tebboune Reaffirms Knowledge and Innovation as Pillars of Sovereign Transformation in Algeria

On the occasion of the Day of Knowledge, President Abdelmadjid Tebboune has reaffirmed Algeria’s accelerating strategic shift towards a knowledge-centred development model, in which scientific innovation and human capital are increasingly framed as decisive instruments of sovereignty and long-term economic recalibration.

In a message delivered on his behalf by Prime Minister Sifi Ghrieb during the ceremony marking the second edition of the President of the Republic’s Prize for Innovative Researchers, President Tebboune underscored that the institutional elevation of a new cohort of researchers reflects a deliberate state doctrine: the embedding of science and innovation within the architecture of sovereignty-building and structural economic transformation.

Held at the Abdelhafid Ihaddaden Scientific and Technological Pole in Sidi Abdellah, the ceremony was presented as extending beyond its academic perimeter, signalling instead a broader redefinition of Algeria’s developmental trajectory—one increasingly oriented towards positioning the country within the ranks of knowledge-producing economies rather than passive technology importers.

The President situated the initiative within the symbolic and intellectual legacy of the national Day of Knowledge, commemorated on 16 April in honour of Imam Abdelhamid Ben Badis, whose reformist thought remains associated with a foundational premise: that national emancipation is inseparable from education and the systematic cultivation of human capital as the primary engine of state formation.

He further portrayed the presidential prize for innovative researchers not as a ceremonial distinction, but as an operational policy lever aimed at consolidating national research capacity, strengthening structural linkages between scientific production and economic activity, and accelerating the emergence of an innovation ecosystem anchored in patents, start-ups, and industrial transformation under a “Made in Algeria” paradigm.

The six laureates—comprising academic researchers and students from multiple institutions—were presented as indicative of an expanding scientific base, with demonstrated innovation potential across strategic sectors including artificial intelligence, healthcare systems, energy transition technologies, and agro-industrial development.

President Tebboune also highlighted ongoing reforms in higher education governance, centred on performance orientation, institutional accountability, and convergence with international academic benchmarks. This recalibration, he noted, is intended to reposition Algerian universities and research centres as competitive nodes within an increasingly globalised knowledge economy.

At the structural level, he reaffirmed that investment in research and innovation constitutes an irreversible sovereign choice. Innovation, he stressed, must extend beyond laboratories to become a direct generator of economic value and a central driver of diversification away from hydrocarbons.

The message concluded with a call for laureates to embody a new intellectual and developmental paradigm—one that integrates scientific excellence with national transformation—positioning them as key actors in shaping Algeria’s long-term economic and social trajectory.
