Strategic Recalibration, Geopolitical Foresight: Algeria’s Military Establishment Frames Emerging Threats Within a Shifting Global Order

The Chief of Staff of the People’s National Army, Army General Saïd Chanegriha, presided on Thursday over the opening of a high-level symposium held at the National Army Circle in Béni Messous, within the First Military Region. The event was organised by the General Directorate of External Documentation and Security and titled “External Threats in the Shadow of Geopolitical and Technological Transformations: Security Challenges and Strategic Stakes.”
The proceedings brought together the Prime Minister, accompanied by the Director of Cabinet of the Presidency of the Republic, alongside members of government and presidential advisers. Also in attendance were senior figures from the Ministry of National Defence, including the Secretary-General, commanders of the various forces, the Chief of Staff of the First Military Region, heads of departmental structures, the Army Controller General, as well as senior executives from both the Ministry of National Defence and the General Staff of the People’s National Army, in addition to high-ranking officers and strategic experts.
In his opening address, General Chanegriha underscored that the symposium forms part of a broader institutional effort by the People’s National Army to entrench a culture of strategic anticipation and reinforce national foresight capabilities. He emphasised that the objective is to deepen analytical understanding of global transformations and to assess their implications for Algeria’s security architecture, internal stability, and vital national interests.
He further noted that contemporary international dynamics are increasingly defined by structural uncertainty and intensified competition over resources and zones of influence, amplified by the emergence of new instruments of geopolitical pressure.
The Army Chief highlighted in particular the accelerating impact of developments in cyberspace, artificial intelligence, and data governance, arguing that these domains are fundamentally reshaping the architecture of power. In this evolving configuration, he stressed, leadership is increasingly determined by mastery of research, innovation, and knowledge production, which now constitute decisive variables in the global balance of influence.
He added that the capacity to anticipate strategic trajectories and construct predictive scenarios has become central to contemporary decision-making, directly influencing the sophistication of public policy and state governance.
In this context, he reaffirmed that Algeria continues to strengthen its strategic vigilance through proactive and adaptive approaches to emerging risks, thereby consolidating its position as a credible international partner and a stabilising actor within its geo-security environment.
He further reiterated that the People’s National Army, under the leadership of the President of the Republic in his capacity as Supreme Commander of the Armed Forces and Minister of National Defence, will continue to reinforce operational readiness, advance military modernisation programmes, and enhance its training systems, with the objective of ensuring permanent preparedness against both current and future threats, while sustaining Algeria’s role as a pillar of regional security and stability.
Following his address, General Chanegriha formally declared the symposium open, paving the way for a series of academic presentations addressing multiple dimensions of external threats. The discussions were further enriched through interventions by experts and specialists, contributing to a broader strategic reflection on evolving security paradigms and contemporary geopolitical risk architectures.
