ALGIERS — Minister of State, Minister of Hydrocarbons and Mines Mohamed Arkab on Tuesday presented a comprehensive overview of Algeria’s energy strategy, ongoing reforms, and major investment projects during a meeting in Algiers with a delegation from the International Monetary Fund (IMF), led by Charalambos Tsangarides, as part of Article IV consultations.

The meeting, attended by senior officials including the head of the National Agency for the Valorisation of Hydrocarbon Resources, focused on the structural evolution of Algeria’s hydrocarbons sector, investment prospects, and the country’s long-term energy transition strategy.

Arkab outlined the main directions of Algeria’s upstream and downstream development policy, stressing ongoing reforms designed to enhance the attractiveness of the hydrocarbons sector, strengthen international partnerships, and improve the valorisation of national oil and gas resources. He emphasized that these measures are intended to reinforce economic growth while consolidating national energy security.

The minister also reviewed the progress achieved in exploration and production activities, alongside the expansion of oil and gas field development programmes aimed at increasing output capacity and improving transformation and refining infrastructure. Particular attention was given to projects led by the national energy company Sonatrach in partnership with international operators, reflecting Algeria’s strategy of deepening global energy cooperation.

A key focus of the discussions was the upcoming international licensing round, Algeria Bid Round 2026, which authorities view as a strategic instrument to attract foreign investment and advanced technologies into the country’s upstream sector. Officials presented this initiative as part of a broader effort to modernize the investment framework and reinforce Algeria’s position as a competitive energy producer.

Beyond hydrocarbons production, Arkab highlighted Algeria’s accelerating shift toward energy transition projects. These include efforts to reduce the carbon footprint of the oil and gas industry through methane emissions control, reduced gas flaring, and the adoption of low-emission technologies, as well as the development of carbon capture initiatives aligned with international environmental commitments.

The minister also outlined major strategic infrastructure programmes, including seawater desalination projects designed to strengthen national water security, alongside emerging investments in low-carbon hydrogen and renewable energy projects integrated within the hydrocarbons ecosystem.

The IMF delegation welcomed the reforms underway in Algeria’s energy sector, praising efforts to balance economic development with environmental commitments. The Fund reiterated its interest in accompanying Algeria’s ongoing transformation and supporting its path toward more sustainable and diversified growth.

The meeting underscored Algeria’s positioning of its energy sector as both a pillar of national development and a platform for international partnership, at a time when the country is seeking to expand investment inflows while modernising its production base and advancing its energy transition agenda.
