Baddari Calls for Effective AI Governance, Warns of New Era of Technological Competition
In a wide-ranging contribution on the challenges of digital transformation and artificial intelligence, Higher Education Minister Kamel Baddari argues that effective governance is essential to ensure technological progress serves the common good, while presenting Algeria’s policy of positive neutrality as a pillar of stability in an increasingly digital and geopolitically fragmented world.

ALGIERS – Algeria’s Minister of Higher Education and Scientific Research, Kamel Baddari, has called for the establishment of effective governance frameworks to address the challenges posed by digital transformation and artificial intelligence, arguing that technological progress must be guided toward the common good while safeguarding societies against emerging geopolitical and technological risks.
In a contribution published in the Algerian daily Le Soir d’Algérie, Baddari said the rapid expansion of digital technologies and AI is reshaping communications, trade, work and social interaction, ushering in what he described as an “inter-civilizational transition” marked by profound changes in the global economic and technological landscape.
The minister argued that technological advances are redefining the foundations of international power, noting that whereas control of the seas once determined the strength of empires, technological sovereignty now depends on the mastery of data, digital infrastructure and information algorithms.
According to Baddari, the increasing virtualization of the world represents far more than technological progress.
“It is a paradigm shift in which control over intangible flows has become the new foundation of contemporary geopolitics,” he wrote, warning that nations must strengthen their resilience against what he described as the risks of technological predation.
Against this backdrop, he stressed that advances in artificial intelligence and digital technologies require effective governance mechanisms capable of preventing misuse and ensuring innovation is directed toward the public interest.
Algeria’s Positive Neutrality
Baddari also linked the digital transformation debate to Algeria’s foreign policy, describing the country’s long-standing doctrine of positive neutrality and non-alignment as an important source of stability amid growing geopolitical tensions driven by technological competition.
He argued that Algeria’s historical and civilizational diversity—drawing on Amazigh, Arab-Islamic, Phoenician, Numidian, Roman, Andalusian, African and Mediterranean influences—has shaped a national identity that supports dialogue, coexistence and non-interference in the internal affairs of states.
According to the minister, this approach enables Algeria to contribute to reaffirming the foundational principles of international civilization at a time of profound global change.
Drawing on Bennabi and Ibn Khaldun
Referencing the works of Malek Bennabi and Ibn Khaldun, Baddari noted that civilizations evolve through cycles of emergence, growth and decline, arguing that today’s digital transformation should be accompanied by deeper reflection on ethical values and governance.
He concluded that the current era calls for policies capable of preserving the interests of future generations while ensuring that artificial intelligence and digital innovation remain instruments of sustainable development rather than sources of instability.
