Djellaoui Chairs GCF General Assembly, Calls for Stronger Performance in Algeria’s Railway Infrastructure Sector

 

Algeria’s Public Works Minister Abdelkader Djellaoui reviewed GCF Group’s 2025 financial results and performance, calling for greater operational efficiency and stronger execution of strategic railway infrastructure projects as the ministry concluded annual governance meetings across all state-owned sector groups.

ALGIERS – Algeria’s Minister of Public Works and Basic Infrastructure, Abdelkader Djellaoui, chaired the Ordinary General Assembly of the Railway Construction Group (GCF) on Tuesday, reviewing the group’s 2025 financial performance and reaffirming the government’s commitment to strengthening the country’s railway infrastructure development strategy.

Held at the ministry’s headquarters, the meeting examined and approved GCF’s 2025 financial statements, while assessing the group’s operational achievements, financial results, and key technical and performance indicators over the reporting period.

During the session, Djellaoui stressed the need to further enhance the group’s operational performance and management efficiency, enabling it to fully deliver on its responsibilities in railway construction, technical supervision, engineering studies, and support for major national infrastructure projects.

He emphasized that future operations should continue to adhere to the highest standards of quality, efficiency and governance while supporting the strategic objectives of Algeria’s Public Works and Basic Infrastructure sector.

A Strategic Player in Algeria’s Railway Expansion

The Railway Construction Group (GCF) is one of Algeria’s principal state-owned entities responsible for railway infrastructure development. It brings together four specialized public companies whose complementary expertise spans the full lifecycle of railway projects—from engineering design and construction to modernization and electrification.

The group comprises:

  • National Company for Railway Infrastructure Construction (INFRARAIL)
  • Algerian Public Company for Railway Infrastructure Construction (INFRAFER)
  • Technical Studies and Railway Engineering Company (SETIRAIL)
  • RAIL ELECT, specializing in railway engineering, electrification, signalling and telecommunications systems.

Together, these subsidiaries oversee railway track construction, civil engineering works, technical studies, project supervision, electrification, signalling systems and telecommunications infrastructure supporting Algeria’s expanding rail network.

Annual Governance Cycle Completed

Following the General Assembly, the Ministry of Public Works and Basic Infrastructure announced the completion of the annual ordinary general assemblies for all state-owned groups operating under its authority.

The ministry said the meetings form part of its ongoing governance framework aimed at monitoring institutional performance, improving operational efficiency and strengthening the implementation capacity of public enterprises responsible for delivering Algeria’s strategic infrastructure projects.

The review reflects Algeria’s broader efforts to modernize corporate governance within state-owned enterprises while accelerating the development of transport infrastructure considered essential to the country’s long-term economic diversification and connectivity strategy.
