Debate Over Morocco’s Social State Model Intensifies Following Central Bank Governor’s Remarks

Comments by Bank Al-Maghrib Governor Abdelatif Jouahri have reignited debate in Morocco over the sustainability of direct social support programmes and the broader viability of the country’s social welfare model.
Speaking during a recent press conference, Jouahri stressed that direct state support cannot be maintained indefinitely, arguing that such measures should be viewed as transitional mechanisms rather than permanent policy instruments. His remarks have prompted renewed discussion among political observers and commentators regarding the long-term direction of Morocco’s social and economic policies.
Jouahri stated that the state cannot continue providing support “indefinitely,” highlighting concerns about the fiscal sustainability of large-scale subsidy and assistance programmes. Jouahri also pointed to structural challenges facing the Moroccan economy, noting its continued exposure to agricultural performance, international energy markets, and global supply chain disruptions.
Analysts have long highlighted Morocco’s vulnerability to rainfall fluctuations and external economic shocks, particularly given the importance of agriculture to employment and economic activity. Recent geopolitical tensions affecting energy markets have further underscored these challenges.
The governor’s comments have renewed calls for accelerating economic diversification, strengthening industrial capacity, expanding technological sectors, and reducing dependence on climate-sensitive activities.
Subsidy Reform and Social Protection
The discussion also touched on the long-delayed reform of the compensation fund system and the gradual transition toward targeted social assistance mechanisms.
Moroccan authorities have argued that the implementation of the Unified Social Registry represents a critical prerequisite for ensuring that social support reaches eligible beneficiaries more effectively. Officials have also cited the impact of successive crises, including the COVID-19 pandemic and global economic disruptions, in shaping the pace of reform.

While government officials have presented social protection reforms as a cornerstone of public policy, economists continue to emphasize the importance of productive investment, job creation, and economic diversification in ensuring sustainable improvements in living standards.
