Industry Minister Yahia Bachir Reaffirms Support for Strategic Projects to Strengthen Algeria’s Industrial Sovereignty
During a visit to Annaba, Industry Minister Yahia Bachir underscored the government’s commitment to expanding strategic industrial projects, increasing local integration and developing Algeria’s railway manufacturing industry, while calling for stronger industrial synergies and technology transfer to bolster national production capacity.

ANNABA — Algeria’s Minister of Industry, Yahia Bachir, reaffirmed on Thursday the government’s commitment to supporting strategic industrial projects and strengthening the country’s industrial sovereignty, stressing the importance of increasing local integration and advancing the railway manufacturing sector as a key pillar underpinning major national infrastructure projects.
Speaking during a working and inspection visit to Annaba Province, the minister visited the Ferrovial Group, a state-owned industrial complex specialising in the manufacture of railway equipment and infrastructure components. He was accompanied by Annaba Governor Abdelkrim Lamouri.
During the visit, the minister received a comprehensive briefing on the group’s industrial activities, production capabilities, manufacturing facilities and development programmes, alongside updates on the strategic projects under its supervision. Ferrovial was presented as one of Algeria’s leading industrial operators in railway equipment manufacturing and the processing and valorisation of steel products, contributing to the country’s industrial integration strategy.
Bachir also toured the group’s production workshops, where he reviewed the various stages of manufacturing railway equipment and components, assessed production processes, and examined the complex’s technical and human resources as well as plans to expand production capacity in line with domestic market requirements.
Particular attention was given to Ferrovial’s contribution to the Eastern Mining Railway Project, notably through the manufacture of phosphate freight wagons intended to serve the strategic railway linking mining regions with export infrastructure. Officials said the project reinforces reliance on domestic industrial capabilities, increases local integration and supports the implementation of major transport and mining infrastructure projects.
The minister was also briefed on the expected economic and social impact of the group’s industrial projects, which are projected to generate approximately 2,000 jobs across participating industrial enterprises, including around 500 positions within the Ferrovial Group itself. The projects are also expected to create new opportunities for training and employing Algerian professionals, particularly graduates of universities and vocational training institutions.
During the visit, Bachir issued a series of directives aimed at accelerating industrial development. He called for expanding subcontracting activities to raise local integration rates and strengthen Algeria’s industrial fabric, intensifying specialised training programmes to improve workforce skills and support industrial transformation, and reinforcing quality control mechanisms to ensure compliance with both national and international standards while enhancing the competitiveness of Algerian-made products.
Concluding the visit, the minister stressed the need to deepen industrial integration among national enterprises, particularly between the Ferrovial Group and the El Hadjar Steel Complex, in order to establish an integrated value chain within Algeria’s iron and steel industry. Such integration, he said, would reduce dependence on imports, strengthen the contribution of domestic industry to economic development and consolidate Algeria’s industrial sovereignty.
He also called for expanding partnerships with foreign industrial operators to facilitate technology transfer, modernise production processes and further develop national manufacturing capabilities.
