Republic Mediator Highlights Public Service Reform and Citizen Engagement During Touggourt Visit

BY Dr. Hana Saada

TOUGGOURT, Algeria — Republic Mediator Mohamed Hattab began a working visit to the southeastern province of Touggourt on Saturday, underscoring the institution’s evolving role in supporting public administration reform, improving service delivery and strengthening citizens’ confidence in state institutions.

Speaking during the visit, Hattab said the Republic Mediator’s office has moved beyond its traditional function of receiving citizens’ complaints to become an institutional mechanism that accompanies public administrations in enhancing performance standards and improving the quality of public services.

He stressed that successful experiences recorded in certain provinces should be transformed into replicable models capable of being extended nationwide, with the objective of harmonising public service standards across the country and ensuring more effective responses to citizens’ needs.

The visit began in the municipality of Tamassine, where Hattab conducted a series of field inspections to assess service delivery and administrative performance at several public facilities. The programme included visits to the Bahour polyclinic, the municipal annex office in the El Wifaq neighbourhood and the 60-bed hospital of Tamassine.

The Republic Mediator also held a direct meeting with residents of Touggourt province, providing a platform for citizens to present their concerns and development priorities. Discussions focused on mechanisms for addressing local challenges and improving communication between citizens and public institutions.

According to officials, the visit forms part of broader efforts to strengthen direct engagement with citizens, enhance administrative responsiveness and promote more efficient and accessible public services throughout the country.

Hattab reiterated that improving public administration remains a key component of ongoing institutional modernisation efforts, emphasising that closer interaction between citizens and public authorities contributes to greater transparency, accountability and trust in public institutions.
