ALGIERS — In an interview published by El Khabar on World Refugee Day, the UN Refugee Agency’s representative in Algeria, Alestri Bolton, said the world is facing an unprecedented surge in forced displacement driven by conflict, climate stress and overlapping humanitarian shocks, while warning that declining international funding is eroding the global response capacity at a moment of rising need. He described Algeria as a “regional model in solidarity” and urged that refugee protection remain a shared humanitarian obligation, insulated from political bargaining.

Within that same context, Bolton highlighted the central role of civil society partners, stressing in particular the long-standing and “model” partnership between UNHCR and the Algerian Red Crescent (CRA), which he described as the humanitarian arm of Algerian society and public institutions. He praised the organisation’s sustained professionalism and readiness in responding to humanitarian needs under varying and often complex conditions.

He further underscored the Algerian Red Crescent’s pivotal contribution in Sahrawi refugee camps, where it remains a key operational partner, as well as its interventions beyond camp settings in support of the most vulnerable groups, particularly in health and basic services. Bolton also commended the accumulated humanitarian expertise of the Algerian Red Crescent, noting that its experience could serve as a reference model for other national societies of the Red Cross and Red Crescent movement across the region, particularly in embedding professional standards with a strong ethos of solidarity.

The statement comes as the Algerian Red Crescent consolidates a widening operational footprint across Algeria’s humanitarian landscape, positioning itself as a central auxiliary actor in emergency response, social welfare delivery, and refugee assistance.

Historically, the Algerian Red Crescent traces its origins to 1957, during the Glorious War of National Liberation, when it emerged as part of the broader national mobilisation in support of the struggle for independence and humanitarian relief. Since then, it has evolved into one of Algeria’s most emblematic humanitarian institutions, acting as an auxiliary to the public authorities in the humanitarian field and carrying forward a legacy shaped by solidarity, sacrifice and service to vulnerable populations.

In recent months, the organisation has conducted a series of coordinated field operations across multiple regions, reflecting a decentralised but sustained mobilisation strategy. These included medical caravans deployed to remote southern areas, where volunteer doctors and paramedical teams delivered consultations and basic care to underserved communities. Parallel to these missions, first-aid training programmes were rolled out in cooperation with hospital-based emergency units across several wilayas, aimed at strengthening community-level preparedness.

At the same time, the Algerian Red Crescent has expanded nationwide blood-donation drives through its provincial branches, reinforcing hospital supply chains and emergency reserves. Local committees have also provided logistical and psychosocial support to students during national examination periods, while civil protection simulation exercises—particularly focused on wildfire response—have underscored a growing institutional emphasis on disaster preparedness and rapid-response coordination.

Beyond emergency interventions, the organisation’s visibility increases markedly during major religious and national observances, including Eid al-Fitr, Eid al-Adha, the Mawlid celebrations and other key annual milestones. Across these periods, Red Crescent branches mobilise countrywide solidarity operations targeting vulnerable households through food assistance, outreach initiatives and community-based support. These activities are frequently accompanied by symbolic visits and solidarity gestures toward displaced populations, including Palestinian families residing in Algeria.

Ramadan remains the organisation’s most intensive annual mobilisation cycle, characterised by large-scale food distribution operations, iftar programmes, and targeted assistance to vulnerable families and educational institutions. In parallel, the Algerian Red Crescent runs recurring back-to-school campaigns involving the distribution of educational materials, clothing support and volunteer assistance for disadvantaged pupils during school-entry periods.

A central pillar of its humanitarian portfolio remains its sustained engagement with Sahrawi refugees in southern Algeria. The organisation continues to support health services, awareness programmes and livelihood-oriented initiatives in refugee camps, in coordination with international partners. These long-term field operations have made the region one of its most structurally embedded humanitarian environments.

The Algerian Red Crescent’s external solidarity agenda also extends to Palestine, where it maintains ongoing fundraising and assistance campaigns for Gaza, while simultaneously coordinating local support initiatives for Palestinian families hosted in Algeria. This dual approach combines external humanitarian outreach with domestic solidarity for displaced communities present on Algerian territory.

Its international emergency response capacity has also been demonstrated in the aftermath of the Türkiye–Syria earthquake, where it rapidly deployed emergency teams and delivered multiple consignments of essential relief supplies, including shelter materials, food and medical aid. Coordination with sister Red Crescent and Red Cross societies continued during the recovery phase as part of broader regional humanitarian efforts.

Within Algeria, the organisation’s mandate extends beyond material assistance. In partnership with UN agencies, it provides medical referrals, psychosocial support and protection services for refugees and asylum seekers, placing it at the intersection of public health, migration management and social protection policy.

Institutionally, the Algerian Red Crescent has invested in strengthening its operational architecture through expanded volunteer networks, training systems and digital coordination tools, enabling nationwide coverage across all wilayas and enhancing its capacity for both emergency response and preventive humanitarian action.

Against this backdrop, Bolton’s characterization of Algeria as a regional model of solidarity aligns with an institution that has progressively broadened its scope from traditional relief work to sustained multi-sector humanitarian engagement. The Algerian Red Crescent today operates as a multi-layered actor active across camps, hospitals, schools, communities and disaster zones, with a field presence spanning domestic relief operations, refugee support, disaster response and sustained international solidarity missions.
