Africa Refining Roadmap: Algeria Hosts ARDA Talks on Downstream Cooperation and Energy Integration

A new roadmap for Africa’s downstream oil sector is taking shape, following discussions held in Algiers between Algerian Minister of State for Hydrocarbons Mohamed Arkab and Anibor Kragha, Executive Secretary of the African Refiners and Distributors Association (ARDA), according to a ministerial statement.

The meeting, held on Sunday, brought together senior officials from Sonatrach and NAFTAL as well as representatives from the Ministry of Hydrocarbons, and focused on strengthening cooperation in refining, petrochemicals, storage, and the distribution of petroleum products across Africa, with particular emphasis on liquefied petroleum gas (LPG).

According to the statement, the discussions also addressed industrial safety, environmental protection, and the regulatory and legal frameworks governing downstream activities, alongside an exchange on global petroleum market trends and their implications for African economies. Both sides also reviewed strategic priorities and elements of a forthcoming continental roadmap for the sector.

Arkab underlined that Africa must transition “from a rent-based model to an integrated development approach” grounded in the transformation of natural resources into sustainable value added through industrialisation, technology transfer, and the development of regional and national value chains. He stressed Algeria’s model, based on sovereign management of resources and the central role of public energy companies, notably Sonatrach, in ensuring energy security and contributing to market stability.

He further highlighted Algeria’s regulatory framework aimed at promoting investment while safeguarding strategic national interests, and reaffirmed the importance of human capital development, citing institutions such as the Algerian Petroleum Institute and Sonatrach’s Management Academy.

For his part, Kragha expressed ARDA’s interest in deepening cooperation with Algeria and leveraging its recognised expertise in refining, petrochemicals, and distribution, while stressing the importance of strengthening African energy solidarity.
