APOCE Welcomes Strengthened State Controls on Consumer Products, Calls for Deeper Market Oversight

The Algerian Consumer Protection Association (APOCE) has welcomed the government’s decision to reinforce control mechanisms over consumer goods and expand laboratory testing capacities, as approved during Sunday’s Council of Ministers meeting in Algiers.
The measures, outlined in the government’s final communiqué, form part of broader efforts to tighten regulatory oversight of products placed on the national market and improve the quality infrastructure through enhanced analytical capabilities.
APOCE President Mustapha Zebdi described the initiative as a “decisive step” toward improving consumer protection, stressing that it reflects a clear political will to sanitize and better regulate market practices. He indicated that the association stands ready to cooperate with public authorities to ensure the effective implementation of the new directives.
Zebdi, however, underscored the need for methodological improvements in inspection procedures, arguing that product sampling should be conducted at points of sale rather than production sites to avoid potential distortions in assessment results. He warned that certain practices by operators could compromise the reliability of control mechanisms if not properly addressed.
On the technical side, he acknowledged state efforts in strengthening laboratory infrastructure but called for more advanced scientific analysis methods, particularly in the composition-based evaluation of agro-food products, in addition to standard physico-chemical testing, to ensure comprehensive consumer protection.
Given the growing diversity of products and market actors, Zebdi also noted the insufficient number of inspectors and proposed a more inclusive approach by integrating consumers and civil society organizations into monitoring and early warning systems, aiming to reinforce transparency and market surveillance capacity.
