Electoral Ethics Charter Sets Framework for Disciplined Campaign Ahead of Algeria’s 2 July Legislative Elections
An Electoral Ethics Charter has been formally signed by political parties and independent candidates ahead of Algeria’s legislative campaign, which is set to begin on Tuesday, under the supervision of the National Independent Authority for Elections (ANIE), according to official sources.
The document commits all stakeholders to a set of binding rules governing electoral communication during the campaign period, aiming to ensure a responsible, orderly and democratic electoral environment.
Central to the charter is a strict prohibition on hate speech, discrimination and incitement to violence on grounds including race, ethnicity, gender, language or other attributes. It also underscores the imperative of preserving national unity and public order, explicitly forbidding any rhetoric or behaviour that could undermine social cohesion or state security.
The text further places emphasis on respect for state institutions, national symbols and religious values, requiring candidates to refrain from insults, defamation or actions that could undermine institutional dignity. Electoral competition, it states, must be conducted on the basis of programmes and proposals rather than personal attacks or smear campaigns against opponents.
The charter also bans extremist, violent or inflammatory discourse in any form, and reiterates that calls for electoral boycott made through unlawful means are not permitted. All political messaging must remain within the constitutional and legal framework governing the electoral process.
The ANIE, in coordination with the audiovisual regulatory authority (ANIRA), will oversee the implementation of these provisions throughout the campaign period and retain the authority to sanction any violations.
The initiative, according to electoral officials, aims to reinforce transparency and fair competition, while encouraging candidates to engage voters on policy-based platforms rather than confrontational rhetoric as the 2 July vote approaches.
