Algiers — Algeria and Angola issued a joint declaration reaffirming a strengthened strategic partnership and expanded cooperation across key sectors following the state visit of Angolan President João Manuel Gonçalves Lourenço to Algeria (11–13 May), at the invitation of President Abdelmadjid Tebboune.

The declaration underscored the historic foundations of bilateral ties rooted in shared anti-colonial struggle, and reaffirmed both countries’ commitment to advancing African unity, economic integration, and coordinated positions on regional and international issues, in line with the African Union’s Agenda 2063.

The two heads of state reviewed prospects for deepening cooperation across hydrocarbons, agriculture, pharmaceuticals, renewable energy, infrastructure, digital transformation, health, higher education, and vocational training, with Algeria reiterating its readiness to support Angola through expertise transfer and capacity-building programmes.

Both sides agreed to revitalise institutional cooperation mechanisms, including the bilateral joint commission, which is set to convene in Luanda at a date to be determined diplomatically. They also committed to sustained political consultation to strengthen coordination on shared priorities.

A direct air link between Algiers and Luanda was welcomed as a key step to facilitate mobility and enhance trade and investment flows. Several legal and cooperation instruments were signed during the visit, with implementation to be monitored through both countries’ diplomatic missions.

On regional and international issues, the declaration highlighted convergence on African-led solutions to conflicts, rejection of external interference, and intensified cooperation in counterterrorism and the fight against transnational organised crime, framed within a security–development nexus.

President João Lourenço, outgoing Chair of the African Union, was commended for his mediation efforts across the continent. Both parties reaffirmed support for African integration, particularly the African Continental Free Trade Area and continental infrastructure projects.

They also called for reform of global governance structures, including the United Nations Security Council, to ensure fairer African representation, while reiterating commitment to international law, multilateralism, and the right to self-determination, including support for the Sahrawi people and calls for a negotiated settlement in Western Sahara in line with UN and AU frameworks.

On the Middle East, both leaders expressed concern over ongoing developments and reaffirmed support for a two-state solution and an independent Palestinian state.

The declaration concluded with the endorsement of a UN General Assembly resolution recognising the transatlantic slave trade and slavery as crimes against humanity and calling for reparative justice for Africa and its diaspora.

The visit ended with an exchange of honours and mutual invitations for reciprocal state visits, with President Tebboune’s visit to Angola to be scheduled through diplomatic channels.
