Algeria Enters Electoral Silence Period as Campaign for July 2 Legislative Elections Concludes
By Dr. Hana Saada
ALGIERS — Algeria’s electoral campaign for the legislative elections scheduled for 2 July officially concluded on Sunday, ushering in a three-day electoral silence period during which all campaign activities by political parties, independent candidates and electoral lists are prohibited under the country’s electoral legislation.
The end of the 20-day campaign marks the beginning of the legally mandated pre-election period established under Algeria’s Organic Law on the Electoral System, which stipulates that election campaigning opens twenty-three days before polling day and ends three days prior to the vote. During this period, candidates are barred from conducting any form of electoral campaigning through any medium or platform.
The legislation also prohibits the publication or dissemination of voter intention surveys during the final 72 hours preceding polling day within Algeria and for five days before voting for Algerian citizens residing abroad.
The campaign, which commenced on 9 June, was conducted under the supervision of the National Independent Election Authority (ANIE), which oversaw its organisation, coordination and management. According to official assessments, the electoral process proceeded within the legal and organisational framework established by the electoral authorities, while public institutions provided the logistical, material and administrative support required for its implementation.
Throughout the three-week campaign, political parties and independent candidates intensified their outreach across the country’s various wilayas, seeking to present their electoral programmes and introduce candidates competing for seats in the People’s National Assembly (APN).
Candidates organised public meetings, local engagements and direct interactions with voters aimed at outlining their policy platforms and highlighting the qualifications of individuals seeking parliamentary office.
According to the official assessment, the campaign was characterised by broad compliance with the legal and regulatory provisions governing electoral activities, particularly those designed to safeguard transparency, integrity, neutrality and respect for voters’ choices.
Authorities nevertheless reported a limited number of violations, including certain social media publications that prompted legal action against their authors, as well as isolated breaches related to electoral advertising regulations.
To monitor compliance throughout the campaign period, ANIE established a dedicated commission responsible for the daily oversight of potential violations capable of influencing voters’ freedom of choice or undermining the ethical standards governing political competition.
The electoral authority also indicated that political parties and independent electoral lists complied with recently introduced legal provisions aimed at preserving the integrity of the electoral process, particularly measures separating political activity from financial influence and regulating campaign financing.
Campaign expenditures remained subject to oversight by the commission responsible for monitoring electoral financing. According to the authorities, no significant cases of excessive campaign spending were recorded during rallies or local campaign activities, reflecting compliance with legally established spending ceilings and contributing to relatively balanced competition among participating candidates.
State support was also provided to young independent candidates. Official figures indicate that 937 young candidates representing 125 independent electoral lists across Algeria received financial assistance to support campaign expenses, while an additional 31 young independent candidates representing Algerian communities abroad benefited from the same programme. The financial assistance amounted to 300,000 Algerian dinars per eligible candidate.
In accordance with the principle of equal opportunity, all participating electoral lists were granted equitable access to Algeria’s public media outlets for campaign purposes, as provided by electoral legislation.
The final days of campaigning witnessed a noticeable acceleration in political activity, with parties and independent candidates increasing public meetings and direct engagement with voters ahead of the campaign’s conclusion.
Campaign messages consistently underscored the importance of broad electoral participation in strengthening Algeria’s national institutions and electing parliamentary representatives capable of contributing to legislative work within the next People’s National Assembly.
Throughout the campaign, political actors also presented forward-looking programmes centred on continued national reforms, institutional development, expanding civic participation and strengthening democratic practices through greater citizen involvement in public decision-making.
With campaigning now officially wrapped up, attention shifts to polling day on 2 July, as Algerian voters prepare to elect members of the next legislature under the framework established by the country’s revised electoral system.
