Baddari Launches High Council of Algeria’s Scientific Community Abroad

ALGIERS — Algeria’s Minister of Higher Education and Scientific Research, Kamel Baddari, chaired the inaugural meeting of the High Council of the National Scientific Community Abroad, a new institutional body established under the directives of President Abdelmadjid Tebboune to mobilise the expertise of Algerian scientists and researchers living overseas in support of the country’s national development strategy.
The founding session was held at the Abdelhafid Ihaddadène Scientific and Technological Hub in Sidi Abdellah, bringing together 24 members in person and seven others via videoconference.
Mobilising Algeria’s Scientific Diaspora
Speaking during the meeting, Baddari said the creation of the Council reflects President Tebboune’s commitment to integrating Algerian expertise abroad into the country’s development process and strengthening the contribution of highly qualified nationals living overseas to the construction of a “New Algeria.”
The minister described Algeria’s scientific diaspora as “a strategic asset comparable to the country’s natural resources,” highlighting the wealth of expertise, professional experience, and scientific knowledge that could be transformed into tangible added value for national development.
Strengthening Research Cooperation and Technology Transfer
According to the minister, the Council will focus on strengthening links between Algerian researchers abroad and national universities, facilitating technology transfer, and contributing to the establishment of a national scientific monitoring system capable of supporting economic development and innovation.
Baddari stressed that the Council had been designed with a flexible institutional structure to enable it to fulfil its mandate effectively.
He called on its members to enrich the Council’s objectives, reinforce cooperation with national institutions, and place their expertise at the service of Algeria’s scientific and economic ambitions.
Zerhouni Describes Initiative as a Historic Milestone
Professor Elias Zerhouni, General Coordinator of the inaugural meeting, described the establishment of the Council as “a historic turning point” that offers a genuine opportunity to unite Algerian scientific talent across the world and strengthen its connection with the homeland.
Zerhouni noted that Algeria currently has more than 1.7 million university students enrolled across an extensive network of universities and higher education institutes, while emphasising that young Algerian researchers are already gaining international recognition in cutting-edge fields including mathematics, artificial intelligence, and quantum computing.
He said the new Council is expected to serve as a strategic platform for connecting these global competencies with Algeria’s research ecosystem and long-term development priorities.
