Algeria installs cross-sector energy efficiency commission to steer transition strategy

Mourad Adjal has formally installed the members of the Intersectoral Commission for Energy Efficiency (CIME), as Algeria moves to strengthen coordination of its national energy policy.

The ceremony, held on Monday in Algiers, brought together government officials and representatives from a broad range of sectors. Established by decree in 2004, the commission operates as an advisory body to the Ministry of Energy, tasked with supporting the design and implementation of energy efficiency strategies.

Mr Adjal said the body reflects a “collective commitment” to more modern and participatory energy governance. Its composition brings together ministries, major state-owned groups such as Sonatrach and Sonelgaz, public and private enterprises, regulators, standards bodies, academic institutions and civil society organisations.

The commission’s mandate is to enhance policy coherence by bridging institutional silos and aligning stakeholders around three priorities: reducing energy consumption, improving efficiency and promoting renewable energy.

According to the minister, the commission will focus on two core dossiers: updating the national energy efficiency strategy to 2035 and preparing a programme for the 2026–2035 period. He said these plans would be based on detailed technical and economic scenarios, in line with the energy policy framework set by President Abdelmadjid Tebboune.

Mr Adjal warned that the coming two decades would be decisive, calling for a structural shift away from a fossil fuel-based model towards a lower-carbon system. He said the transition would rely on a balanced approach combining consumption management, efficiency gains and accelerated deployment of renewables, while maintaining the optimal use of existing fossil resources.

He added that the commission would act as a “vigilant” advisory body, contributing to the preparation of national plans and issuing recommendations on their content. Implementation will be overseen by the relevant national agency, with annual reviews submitted to the commission to assess progress.
