Algeria, Libya Agree to Draft Water Cooperation Memorandum
The two countries will prepare a memorandum of understanding covering seawater desalination, irrigation, water resources management, technical cooperation and capacity building, further strengthening bilateral collaboration on water security and sustainable development.

ALGIERS, Algeria — Algeria and Libya have agreed to begin drafting a memorandum of understanding (MoU) aimed at expanding bilateral cooperation in water resources management, following a high-level technical meeting held Wednesday at Algeria’s Ministry of Water Resources during the official working visit of Libya’s Minister of Water Resources, Mohamed Hosni Owaidan.
The meeting brought together senior officials from both countries to explore new avenues for cooperation and exchange expertise in strategic areas related to water management and sustainable resource development.
During the discussions, Algeria’s Ministry of Water Resources presented a comprehensive overview of the country’s experience in managing water resources, highlighting major achievements in seawater desalination, drinking water supply, wastewater treatment, agricultural irrigation, and the planning mechanisms supporting Algeria’s long-term water security strategy and sustainable use of water resources.
For his part, Mokhtar Al-Fitouri Radi Salem, Director of the International Cooperation Office at Libya’s Ministry of Water Resources, praised the level of cooperation between the two countries and commended Algeria’s accomplishments, particularly in seawater desalination and the reuse of treated wastewater for agricultural and industrial purposes. He also expressed Libya’s interest in benefiting from Algeria’s expertise and further expanding bilateral cooperation in the sector.
At the conclusion of the meeting, both sides agreed to initiate the drafting of a memorandum of understanding that will establish a formal framework for cooperation across six strategic areas, including seawater desalination, agricultural irrigation, integrated water resources management, professional training and knowledge exchange, as well as technical and institutional cooperation.
The Algerian and Libyan delegations reaffirmed their commitment to maintaining close coordination and strengthening the exchange of expertise, underscoring their shared determination to deepen bilateral partnership in addressing water security challenges and advancing sustainable development objectives.
