Oran 2 University Signs Strategic Partnership with Jordan’s Al-Balqa Applied University
The agreement establishes a long-term framework for academic cooperation, research collaboration and student mobility, reinforcing Algeria’s broader strategy to expand the international reach of its higher education institutions.

ALGIERS, Algeria — Oran 2 University “Mohamed Benahmed” has signed a memorandum of understanding (MoU) with Al-Balqa Applied University of Jordan, marking a new step in expanding Algeria’s international academic partnerships and strengthening cooperation in higher education and scientific research.
According to a statement issued Wednesday by Oran 2 University, the agreement establishes a sustainable institutional framework for collaboration across a broad range of academic and research activities.
The memorandum was signed remotely by Professor Ahmed Chaâlal, Rector of Oran 2 University, and Professor Ahmed Fakhri Al-Ajlouni, President of Al-Balqa Applied University, one of Jordan’s leading institutions specializing in applied and technological education.
University officials said the agreement reflects the shared commitment of both institutions to deepen academic and scientific cooperation while promoting the exchange of expertise and best practices for their mutual benefit.
Expanding academic and research cooperation
The partnership provides for cooperation in several strategic areas, including faculty, researcher and student exchanges, the development of joint scientific research projects, and the organization of conferences, seminars and academic workshops.
It also covers the exchange of academic and administrative expertise, the organization of joint cultural and sporting activities, and collaboration on initiatives related to innovation, entrepreneurship and international cooperation.
According to the university, the agreement forms part of Oran 2’s broader strategy to expand its international network of institutional partnerships while strengthening its academic presence at both the regional and global levels.
Supporting Algeria’s higher education internationalization strategy
The new partnership also aligns with Algeria’s national policy of promoting the internationalization of higher education under the guidance of the Ministry of Higher Education and Scientific Research.
In recent years, Algerian universities have significantly expanded cooperation with universities and research institutions across Europe, Africa, the Arab world and Asia to encourage academic mobility, joint research, dual-degree programmes, co-supervision of doctoral research and the transfer of knowledge and technology.
These initiatives are intended to enhance the international visibility of Algerian universities, improve the quality of teaching and scientific research, and foster an environment conducive to innovation and academic excellence.
Oran 2 University said the agreement with Al-Balqa Applied University represents another milestone in its efforts to establish high-quality international partnerships while creating new opportunities for scientific cooperation, knowledge exchange and sustainable academic development.
