Who Is Constantine’s New Governor?
A graduate of Algeria’s National School of Administration, Kamel Eddine Kerbouche brings decades of experience in local governance and public administration after serving as governor of Béjaïa, Guelma and holding several senior positions within the Ministry of the Interior.

ALGIERS, Algeria — President Abdelmadjid Tebboune has appointed Kamel Eddine Kerbouche as the new Governor (Wali) of Constantine, following the issuance of a presidential decree announced by the Presidency of the Republic on Wednesday.
The appointment comes after President Tebboune relieved Abdelkhalek Sayouda of his duties as Governor of Constantine as part of an administrative reshuffle within Algeria’s territorial administration.
Prior to his appointment, Kerbouche served as Governor of Béjaïa. The Presidency also announced that Saïd Yahiaoui, Secretary-General of Béjaïa Province, has been entrusted with managing the province’s affairs on an interim basis until a new governor is appointed.
A graduate of the National School of Administration (ENA), Kerbouche has built a long career within the Ministry of the Interior and the local government sector.
Throughout his career, he has held several key administrative positions, including Director-General within the Ministry of the Interior and Director of Local Administration in both Béjaïa and Oran provinces.
He later served as Secretary-General of Blida Province before being appointed Governor of Guelma, subsequently taking charge of Béjaïa Province, and now assuming responsibility for Constantine—one of Algeria’s most strategically significant provinces.
