Algeria Moves Toward July 2 Legislative Elections as Electoral Body Officially Convened

Algeria has formally entered the electoral phase ahead of its upcoming legislative elections, scheduled for July 2, 2026, following the official convocation of the electoral body by presidential decree. Signed on April 4, 2026, and published in the Official Gazette, the decree marks the institutional transition toward the conclusion of the ninth legislature and the initiation of a new electoral cycle.
At the core of this process lies a two-week exceptional revision of electoral rolls, set to run from April 12 to April 26. This preparatory phase is designed to ensure the integrity and inclusiveness of the electoral register, allowing citizens to verify, update, or initiate their registration in accordance with legal provisions governing electoral participation.
From a constitutional standpoint, the decree draws its legitimacy from the prerogatives vested in the President of the Republic, notably under Articles 91 and 121 of the Constitution, alongside the provisions of the Organic Law on the Electoral Regime (Ordinance No. 21-01 of March 10, 2021, as amended and supplemented). Together, these legal instruments constitute the backbone of Algeria’s electoral architecture, structuring both the procedural and institutional dimensions of the vote.
Legal expert Moussa Boudhane underscores that this framework rests on three fundamental pillars: the Constitution, which enshrines the principles of universal, direct, and secret suffrage; the organic electoral law, which operationalizes these principles; and the Independent National Authority for Elections (ANIE), entrusted with the organization, supervision, and oversight of the electoral process.
In line with recent institutional reforms, the governance of the ANIE has been reinforced through a council composed of ten members appointed for non-renewable six-year terms, including representation of the national community abroad. This institutional strengthening reflects a broader effort to enhance the transparency, independence, and credibility of electoral operations.
The legal framework governing candidacies further introduces mechanisms aimed at diversifying political representation. Electoral lists are required to include at least one-third women, while half of the candidates must be aged 40 or under on election day. Additionally, a minimum of one-third of candidates must hold a university degree—criteria designed to balance inclusivity with qualification and generational renewal within the legislative body.
Territorially, the elections will unfold within a newly reconfigured administrative landscape. Following recent reforms, Algeria now comprises 69 wilayas and 1,541 municipalities, a restructuring that has directly influenced the redrawing of electoral constituencies. This updated territorial mapping seeks to align parliamentary representation with demographic realities and administrative evolution.
Operationally, the ANIE has already begun deploying the logistical, human, and technical infrastructure required to conduct the elections across both national territory and overseas constituencies. This includes the mobilization and training of electoral personnel, the securing of voting materials, and the establishment of reliable systems for results transmission.
Citizens are actively encouraged to engage in the revision process, either by visiting local municipal branches of the ANIE or through the dedicated digital platform, which enables verification of registration status and submission of requests for inscription or removal. Algerian nationals residing abroad are similarly invited to complete these procedures through diplomatic and consular representations.
