Algeria Presents Its Economic Reforms and Investment Strategy at the IMF–World Bank Forum in Washington
By Dr. Hana Saada
Algeria showcased the evolution of its economic reform agenda and improving business climate at the Parliamentary Forum of the International Monetary Fund and the World Bank held in Washington, where Algerian representatives highlighted recent structural and macroeconomic developments.
According to a statement from the lower chamber of Parliament, deputies Youcef Hamidi and Salim Merah took part in discussions dedicated to investment dynamics in emerging markets, alongside executive directors of the IMF and World Bank.
During his intervention, Salim Merah presented Algeria’s investment experience, referencing recent assessments by the IMF following its engagements with Algerian authorities, including discussions with Abdelmadjid Tebboune. He underscored the institution’s acknowledgment of Algeria’s economic progress in recent years, particularly the improvement of the business environment driven by legislative reforms on investment and land governance, the establishment of the Algerian Investment Promotion Agency, and ongoing administrative digitalisation efforts.
He also highlighted the diversification of exports beyond hydrocarbons, the post-COVID-19 economic recovery, and the gradual easing of inflationary pressures, framing these indicators as evidence of a stabilising macroeconomic trajectory.
Merah further outlined Algeria’s strategic priorities, notably digital infrastructure, transport systems, logistics services including ports and railways, as well as energy development spanning conventional and renewable sources. He also emphasised support for innovation ecosystems and start-ups as a key pillar of future growth.
On the international stage, the Algerian delegation stressed the interdependence between economic stability and global peace. Merah argued that sustainable development requires a reduction in geopolitical tensions in order to redirect resources toward education, healthcare, and technology, while strengthening international trust and expanding trade and partnerships.
He also referenced the recent visit of Pope Leo XIV to Algeria, describing it as a symbolic affirmation of Algeria’s historical role as a land of coexistence and cultural plurality. In this framing, Algeria’s experience was presented as a model rooted in post-colonial state-building, national reconciliation, and a consistent preference for dialogue over confrontation.
The intervention concluded by emphasising the role of parliament in accompanying economic transformation through investment-friendly legislation, oversight of public policy implementation, and the consolidation of trust between economic actors—conditions deemed essential for sustainable development and long-term economic diversification.
