Rezig Mobilises Financial Sector to Streamline Import Operations and Strengthen Trade Facilitation Mechanisms

Kamel Rezig, Algeria’s Minister of Foreign Trade and Export Promotion, has convened key banking and financial stakeholders in a coordinated effort aimed at enhancing the efficiency of import-related banking procedures and easing the domiciliation process for external trade operations.
The meeting brought together senior officials from the Ministry of Foreign Trade and representatives of the Professional Association of Banks and Financial Institutions, alongside executives from commercial banks authorised to conduct foreign trade transactions and representatives of leasing companies. The objective, according to an official communiqué, was to establish a more coherent and responsive coordination framework between regulatory authorities and financial operators.
Held on Wednesday, the working session focused on the operational implications of recent regulatory adjustments governing the modification of banking arrangements within the framework of import programme domiciliation. Particular emphasis was placed on procedures arising from the suspension of foreign trade operations in certain banking institutions, which necessitated the reallocation of client portfolios and the restructuring of processing channels.
A key outcome of the meeting was the agreement to establish a joint operational mechanism dedicated to accelerating the processing of import-related requests. This mechanism is designed to reduce administrative bottlenecks and shorten processing timelines, thereby improving the predictability and efficiency of trade finance approvals.
The discussions also introduced revised operational modalities governing the transfer of equipment financing toward leasing companies. This measure is intended to expand access to alternative financing instruments for economic operators, particularly enterprises seeking to enhance investment capacity beyond conventional bank credit channels.
In his intervention, the Minister of Foreign Trade and Export Promotion stressed the strategic importance of strengthening coordination among all components of the financial ecosystem. He underlined that enhanced synchronisation between banks, leasing institutions, and regulatory bodies is essential to facilitating external trade operations, particularly those linked to import programmes covering both operational inputs and capital equipment.
Beyond its technical scope, the initiative reflects a broader policy orientation aimed at increasing the responsiveness of Algeria’s financial architecture to the needs of economic operators, while reinforcing institutional mechanisms designed to support trade facilitation, investment fluidity, and structural economic adaptation in a rapidly evolving environment.
